The Bhubaneswar Development Authority (BDA) has released a draft Standard Operating Procedure (SOP) for land parcel reconstitution under Town Planning (TP) Schemes 05 to 07 in Zone-I. The initiative aims to promote transparent, fair, and structured urban development in the city.
Focus on Malipada and Daspur Revenue Villages
The draft SOP covers areas under Malipada and Daspur revenue villages. It seeks to streamline the process of plot reconstitution by introducing uniform guidelines for land pooling and redistribution.
Objective: Transparent and Dispute-Free Plot Allocation
According to the BDA, the new framework is designed to ensure easy, equitable, and dispute-free distribution of reconstituted plots. It also aims to maximize benefits for landowners while supporting planned urban expansion.
Voluntary Plot Amalgamation Introduced
A key feature of the SOP is the provision for voluntary amalgamation of plots within the same mouza. Landowners who combine their plots will be entitled to receive 60% of the total land area after a standard 40% deduction for infrastructure and public amenities.
The SOP also allows amalgamation where a single owner holds multiple plots under different khata numbers within the same mouza.
Encouragement for Larger Planned Developments
The policy further permits multiple landowners to merge smaller plots through a registered deed of agreement. This will enable the creation of larger plots with access to wider roads, depending on feasibility.
To further promote organized urban growth, the BDA has proposed Floor Area Ratio (FAR) incentives for larger amalgamated plots, encouraging investment in developing regions.
Public Consultation Invited
As part of its participatory planning approach, the BDA has invited suggestions and feedback from stakeholders and the general public within seven days of the notification.
The draft SOP is expected to bring greater clarity and efficiency to land reconstitution under TP schemes, while promoting structured development in Bhubaneswar’s expanding urban zones.
