<h2 data-start="475" data-end="502">Two GST Slabs Proposed</h2>
<p data-start="503" data-end="608">According to the proposal, the revised GST structure will have two principal tax rates: <strong data-start="591" data-end="605">5% and 18%</strong>.</p>

The existing 12% and 28% slabs are likely to be scrapped.</p>

<h2 data-start="901" data-end="937">Impact on Consumers and Traders</h2>
<p data-start="938" data-end="1278">The restructuring is expected to bring significant relief to both consumers and businesses. Nearly <strong data-start="1037" data-end="1076">99% of items currently taxed at 12%</strong> will be shifted to the 5% category, while about <strong data-start="1125" data-end="1154">90% of goods taxed at 28%</strong> will fall under the 18% slab. This rationalization is likely to reduce market prices and simplify compliance for traders.</p>
<h2 data-start="1285" data-end="1320">Support from States and Centre</h2>
<p data-start="1321" data-end="1655">The proposal received strong backing from finance ministers of <strong data-start="1384" data-end="1448">Uttar Pradesh, Rajasthan, West Bengal, Karnataka, and Kerala</strong>. Union Finance Minister Nirmala Sitharaman also emphasized that the simplification of GST rates will make the system more transparent, benefiting the common man and improving efficiency in tax collection.</p>
<h2 data-start="1662" data-end="1690">Boost to Tax Compliance</h2>
<p data-start="1691" data-end="1956">By reducing complexities, the new GST structure is expected to encourage higher compliance and expand the taxpayer base. A simplified tax regime will not only ease business operations but also bring down prices, making it a win-win for both consumers and traders.</p>

<p><strong>The followings are the major allocations in the <a href="https://finance.odisha.gov.in/sites/default/files/2024-02/11.Budget%202024-25%20English%20Highlights%20%28VoA%29.pdf">Odisha budget</a>:</strong></p>



<p>Rs.33,919 crore for agriculture, out of which Rs.3,352 crore is earmarked for the development of irrigation facilities. Another Rs.6,000 crore will be spent on creating water harvesting systems through the Jal Jiban Mission</p>

<p>Rs.10,000 crore for Subhadra Yojana for women. Rs.6,180 crore for the development of road infrastructure in the state. Rs. 6,090 crore for Pradhan Mantri Awas Yojana. Rs.5,450 crore for Gopabandhu Jan Aarogya Yojana (a substitute for Biju Swasthya Yojana). Another Rs.2,462 crore for Mukhya Mantri Swasthya Seva Mission.</p>

<p>Rs.5,000 crore for farmer’s development through Samrudha Krushak Yojana. Rs.4,487 crore for Madhubabu Pension Yojana. Rs.3791 crore for mass education, besides Rs.1,170 crore for scholarships for students. Rs.2,319 crore for development of village roads. Rs.1990 for bridge development under Setu Bandha programme.</p>

<p>A glaring example which has come light is the ambitious “Improvement of Water Supply to Greater Berhampur” project of WATCO in the Silk City worth Rs 372 crore. The project was planned to supply 125 (million liters day) drinking water to the city, where water scarcity had become a perennial problem for the lakhs of city residents.  M/s Larsen and Toubro(L&amp;T) Limited was chosen contractor of the project by the WATCO.</p>

<p>As the contract price of the project was Rs 372 crore for supply of 125 MLDs, people get the return of Rs 90 crore only in financial terms for getting 30 MLD water. Thus, the balance amount of Rs 282 crore (372-90 = 282) was misappropriated due to the malice on the part of SE Swain.</p>

Due to the SE’s malafide intent, there was a loss of Rs1.3 crore which would have been accrued as interest to the State exchequer.   </p>

<h3 class="wp-block-heading">Favour to non-Odia contractors</h3>

<p>It is alleged that the Vathanan has shown favouritism to non-Odia contractors and dubious agencies from outside the State in awarding projects, which has caused a loss of crores of rupees to the exchequer. What’s more, despite spending around Rs 100 crores annually, Bhubaneswar has slipped drastically in position among the Smart Cities of India in terms of cleanliness.    </p>



<p>&nbsp;</p>



<p>In 2016, Bhubaneswar was adjudged the country’s No.1 Smart City. The city, however, slipped to 22nd position by 2021. Bhubaneswar has lost its position despite the BMC authorities constructing around 40 micro composting centres (MCCs) and Material Recovery Facilities (MRFs) with an average cost of Rs1.5 crore per unit across the city over the years. The fact is, most of the <a href="https://odishaconnect.com/mcc-polluting-bhubaneswar-smartcity-environment-odisha-connect/">MCCs</a> have stopped functioning and have been reduced to being small dumping yards in the residential areas.</p>

<p>Mathi Vathanan and Municipal Administration Director Sangramjeet Nayak were the driving force behind the construction of such facilities. Besides, the department purchased 43 shredding machines at a cost of Rs.16 lakh each for the 40 odd MCCs in the city. But most of them became defunct within a year and a half of their purchase. Surprisingly, the machine procured had no warranty. So, in November 2023, the Bhubaneswar Municipal Corporation again decided to procure another 22 shredding machines at a total cost of Rs 3.7 crore.</p>

<h3 class="wp-block-heading">Scams worth crores</h3>



<p>&nbsp;</p>



<p>Two machines were purchased at a cost of Rs 3 crore for fresh waste management for the temporary transit station (TTS) near Sainik School. But after the transfer of former BMC Commissioner Vijay Amrit Kulange, the machines are lying idle.</p>



<p>&nbsp;</p>



<p>When Mathi Vathnan was administrator of the BMC, he had changed the format of sanitation tender as a result of which many contractors from outside Odisha entered into the system with comparatively low rates, resulting in hampering the standard of cleanliness of Bhubaneswar. The tenders were split into packages to ensure that outsiders could participate in the process with less quoted prices though they did not have any geographical idea about Bhubaneswar. They did not survey the area and no assessment was done to deploy adequate manpower in the different wards of the city.</p>



<p>&nbsp;</p>



<p>When the contractors from outside failed to perform with a very low rate, Mathi Vathnan forced the BMC to help them by supplying additional vehicles and manpower to clean the wards. It was a clear violation of terms and conditions of the contract agreement.</p>

<p>Notably, the BMC has provided more than 400  battery-operated vehicles to the cleaning contractors for door-to-door garbage collection in the city. The BMC had purchased more than 500 to 600 battery operated vehicles for door-to-door garbage collection. It is alleged that huge kickbacks were collected in the deal. Huge money is also being siphoned off in the guise of maintenance of the vehicles. </p>

<h3 class="wp-block-heading">Bhubaneswar Turns Garbage Dump</h3>

<p>Besides, the 40 MCCs in the various residential areas under the BMC jurisdiction have made life miserable for the residents, For example, the wellness centres, apartments, business establishments, eateries and schools located in the area have to keep the doors and wind closed throughout the day due to foul smell emitted by the MCC near the NICCO Park area. In another example, an MCC located near Salia Sahi is in the close vicinity of Kalinga Hospital, Apollo Hospital, educational institutions and other corporate offices has become a nightmare for people due to the putrid smell.</p>



<p>&nbsp;</p>



<p>The MCCs situated in other residential areas have similarly affected the residents and triggered deep resentment among them due to air pollution. It might be mentioned here that more than 800 tonnes of garbage is collected in the capital city. Out of which 200 tonnes is sent to the 40 MCCs for processing. As many as 500 tonnes are dumped at the TTS near the Sainik School. Hundred tonnes of green garbage is sent to the Daruthenga dumping yard.</p>

<p>Each MCC gets 5 tonnes of garbage for processing in a day. So, in a month 105 tonnes of garbage gets piled up there. This leads to huge air pollution in the surrounding area. Besides, the waste water flows into the nearby drains creating a very unhygienic atmosphere.</p>

<h3 class="wp-block-heading">UD Dept’s lack of vision, faulty policies</h3>



<p>&nbsp;</p>



<p>Experts have blamed the UD Dept’s lack of vision, faulty policies and corrupt practices for the mess. The DPR was prepared in airconditioned chambers without taking the ground realities and stakeholders into account. The blame game between UD Dept and BMC had made the matter worse.</p>

<p>Latest reports said a TTS has been set up on the Cuttack-Puri Road to du residents like it had become in the Daruthenga and Sainik School area. The intelligentsia said as the new Mohan Charan Majhi Government had promised action against the corrupt officers, it should thoroughly probe the scams in the waste management in the State, suitably punish the guilty and clean the ‘Augean Stables’ in the UD Department and the BMC to streamline the waste management in the State capital.</p>

<p>On 29th June, I visited Lady Lewis Girls&#8217; High School, the oldest girls&#8217; school in Sambalpur and one of the oldest schools in Odisha, after a long time along with friends Siba Nanda and Abodhram Purohit. </p>



<p>&nbsp;</p>



<p>The purpose of our visit was to meet three bright students of the school Laxmipriya Rout, Manasi Urmi and Bhumija Gahir who passed the Class 10 exam this year with flying colours. We wanted to praise and encourage them for their efforts.</p>



<p>&nbsp;</p>



<p>Laxmipriya has an A1 (above 90% mark) while Manasi and Bhumija have secured A2 (above 80%). But their efforts go beyond marks. What&#8217;s important is the resilience of these students.</p>

<p>All the three come from underprivileged backgrounds like most of the students of Lady Lewis. Their parents do odd and irregular jobs to maintain their families. The girls have come up so far due to their interest in studies, sheer hard work and guidance from their teachers. If they have scored over 80% or 90% under adverse circumstances, it&#8217;s far better a result than anyone from an expensive private school scoring 100%. They have jumped as high as or higher than their counterparts in privileged private schools despite jumping from the lowest platforms.</p>

<p>Another myth needs to be broken here. Many people often say that X or Y private school gets better results though having teachers paid much less than government school teachers. But the advantage of such a private school is that they admit better students, mostly from privileged classes, after an entrance exam. A government school like Lady Lewis has no such liberties. It doesn&#8217;t deny admission to anyone, from any social strata.</p>

<p>It&#8217;s in fact goes to the credit of the teachers from Lady Lewis that they try their best to impart education to the most underprivileged students. It&#8217;s quite outstanding that 224 out of 225 students cleared the board exam this year.</p>

<p>I&#8217;ve the fortune of knowing many of the teachers of Lady Lewis who have not only guided meritorious students from poorer backgrounds but also helped them financially to make the girls&#8217; struggle easier.</p>

<p>After the change of Government in Odisha, there was a spate of resignations of many top bureaucrats, who were posted in the CMO office after their retirement to perpetuate the dirty work of the previous Government. Their role was mostly on managing the alignment of Govt Departments to bring funds for the political campaigns for BJD.</p>

He also headed the OCAC as CMD and ensured the implementation of all the information and technology initiatives in the State as part of the infamous 5T.</p>

<p>Observers are curious to know the reasons that propelled Manoj Mishra to resign abruptly from the IRTS service and to join as Principal Secretary to E&amp;IT Department on contractual basis.  It is well known that he was close to Mr V.K Pandian also was close to Ex CM Nabin Patnaik. He handled Social Media in the CMO office and was Special Secretary to Transport department before joining in E&amp;IT Department.</p>

<p>Under his leadership during his tenure, he was only preparing database in alignment with political agenda and many stake holders were unethically financially benefitted. This has been seen have noticed in many important events like Biswa Odisha Shamilani, Jagannath Parikarma inauguration, Dakota launching , World cup hocky, etc  .</p>

<p>He was one of the key member of the cautery with a political mandate, joined in E&amp;IT department in the end of 2019 with the Panchayat Election in the State in view. He was instrumental in initiating Biju Swastha Kalyan Yojna (BSKY) card which was a hidden agenda of the Government to win  the Panchayat election. Preparing Centralized database , cards and technical parts for its operation and distribution of the card was managed under his supervision.</p>

<h3 class="wp-block-heading">OCAC Building changed to green !</h3>



<p>Even he changed the color of the OCAC building to Green, the color of BJD to show his political alignment and aligned the mind of all the staff of OCAC and E&amp;IT department to follow and work for BJD to ensure win of the BJD in the election.  How a bureaucrat on deputation from Indian Railway without any relevant experience in the Information technology is a question that is active in the mind of 4.5 crores Odias?</p>

<p>It is widely believed that inspite of lack of expertise he was managing the department because of his closeness with V. K Pandian and powerful link with CMO office. A poor minister in place who did not have any voice also helped the matter. All departments accepted this with fear because it was expected from them that they would generate the fund for political purpose through the investment in information and communication technology.</p>

<p>So it is expected that  the new Government will post  a new principal secretary, E&amp;IT Department, Govt of Odisha who has the prior experience of managing OCAC to ensure that all data remain   intact and no data storage be damaged or displaced. </p>

<li class="has-medium-font-size">Escalated project value with special approval from CMO. Every Detailed project report need to be assessed and bid process evaluation need to be re-evaluated.</li>



<li class="has-medium-font-size">Reason of getting extension of Mr. Manoj Patnaik , CEO and Additional Secretary for 6 months who is alleged to have  network with few companies and clearly promoted them in spite of  conflict interest.</li>



<li class="has-medium-font-size">Extension of consultants and rehabilitation of the OCAC staffs after retirement to support all corruption and manipulated practices to favor the companies on the instruction of Principal Secretary and E&amp;IT.  List of all such resources who are continuing with the same positions after retirement, consultants and on deputation for long time need to be published.</li>



<li class="has-medium-font-size">Continuance of the few positions for long duration need to be evaluated , particularly  in Finance and Admin position with joint responsibility of OCAC and E&amp;IT Department.</li>



<li class="has-medium-font-size">The details of visit to foreign countries by Manoj Mishra , Principal Secretary to E&amp;IT Department ( USA Silicon Valley  , South Emirates and others ) during his tenure with the promotion team of the state  and what is the outcome of that visit need to be reviewed. How many companies committed, how many on-boarded and how many of them are operational with the number of resources should be published and the expenditure should also be published.</li>



<li class="has-medium-font-size">How promotion team was effective for promotion of ESDM (Electronics System Design Manufacturing) sector and what is the plan behind the Semiconductor and ESDM Park with business justification need to be published for the knowledge of people of Odisha that will create lots of employment opportunity.</li>



<li class="has-medium-font-size">Mr. Mishra was working for few companies as their business development manager and the list of such companies need to be made public.</li>



<li class="has-medium-font-size">Mr Mishra was in the charge of Social Media promotion for the Government departments and awarded 70 + such accounts of various departments after the change of Government all such accounts is in defunct conditions and 100+resources career is in Stake.</li>



<li class="has-medium-font-size">For promotion of Startup companies in Odisha, Govt had taken some initiatives to provide subsidized incubation space in the IT Towers, where he has ensured allocation to many companies who are reportedly  not eligible but were still favored  because of his vested interest.</li>
