Karnataka Bans Gutkha, Pan Masala and Nicotine Products for One Year

Karnataka government imposes a one-year statewide ban on manufacture, sale, storage, transport and distribution of gutkha, pan masala and other tobacco-nicotine products.

The Karnataka government has imposed a one-year ban on gutkha, pan masala and other tobacco and nicotine-containing products across the state, citing public health concerns.

The Food Safety and Drugs Administration Department under the Health and Family Welfare Department issued the official notification on August 10, 2026.

Under the order, the manufacture, sale, storage, transportation and distribution of banned tobacco and nicotine products will be prohibited across Karnataka for one year from the date of notification.

Special Enforcement Drive Launched

To ensure strict implementation of the ban, the state government has launched special inspection and enforcement drives led by food safety officials.

Dedicated teams will monitor shops and other locations for the sale and distribution of prohibited tobacco and nicotine products. Those found violating the order will face legal action under applicable laws.

The government has also directed officials to maintain strict surveillance to prevent the illegal supply and circulation of such products.

Action Under Food Safety Law

The ban has been imposed by exercising powers under Section 30(2)(a) of the Food Safety and Standards Act, 2006, along with Regulation 2.3.4 of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011.

The authorities have urged citizens to cooperate with the enforcement drive and report information regarding the manufacture, sale or distribution of prohibited tobacco and nicotine products to the concerned officials.

Focus on Public Health

According to the Karnataka government, the primary objective of the move is to curb tobacco addiction and protect public health.

The government said the measure is aimed at encouraging a healthier population and moving towards a tobacco-free and addiction-free Karnataka.

The year-long restriction will remain in force across the state unless further orders are issued by the authorities.
