Families withdrawing rations in the name of deceased cardholders to face 1.5x repayment under Odisha’s revamped PDS rules

In a decisive move to curb fraud in the Public Distribution System (PDS), the Odisha Cabinet has approved stringent new rules to prevent the illicit withdrawal of subsidised rations under deceased cardholders’ names. The decision, taken during a high-level meeting chaired by Chief Minister Mohan Charan Majhi at Lok Seva Bhavan, aligns with directives from the Orissa High Court to plug systemic loopholes draining government resources.

Amended PDS Guidelines and Penalties
Under the revised guidelines—part of 11 proposals cleared from eight departments—families found withdrawing rations post the cardholder’s death will be liable to repay the value of the lifted items at one-and-a-half times the subsidised rate, calculated from the date of death. The punitive measure is aimed at deterring misuse and restoring integrity to the Ration Card Management System (RCMS).

Government Emphasises Accountability
Chief Secretary Anu Garg highlighted the urgency of these reforms, noting that such fraudulent practices not only erode the credibility of the system but also deprive genuine beneficiaries. “These steps are crucial to ensure that essential resources reach only those who truly need them,” she stated, reinforcing the administration’s commitment to transparency and fairness.

Addressing Systemic Vulnerabilities
The crackdown comes in the wake of revelations exposing widespread irregularities, including over 13 lakh cardholders missing e-KYC deadlines, leading to ghost entries and exploitation of the PDS. By enforcing these changes, the state aims to safeguard rations intended for the poor from being diverted to undeserving individuals, reducing financial losses and improving system efficiency.
