₹3.10 Lakh Crore Budget Boosts Subhadra, Healthcare and Pensions While Unveiling Strategic Economic Clusters Across Odisha

Odisha Chief Minister Mohan Charan Majhi has presented a transformative £28 billion (₹3.10 lakh crore) budget for 2026-27, positioning the state for accelerated growth through expansive direct benefit transfers and a sweeping industrial cluster strategy.

The budget blends social security expansion with long-term economic planning, aiming to strengthen both grassroots welfare and large-scale industrial infrastructure.


The ‘Subhadra’ Surge and Rural Welfare Push

The centrepiece of the budget is the Subhadra Yojana, which has been allocated a massive ₹10,145 crore. The flagship scheme, focused on enhancing women’s financial independence, continues to anchor the government’s social empowerment agenda.

Farmers have also received substantial support. The Samruddha Krushak Yojana has been granted ₹6,088 crore to boost agricultural productivity and income. Meanwhile, the CM-Kisan scheme has been strengthened with an allocation of ₹2,030 crore, reinforcing the state’s push to improve rural livelihoods and double farm incomes.

Together, these allocations signal a strong commitment to rural resilience and women-led household stability.


Expanding the Healthcare and Pension Safety Net

Healthcare remains a major priority in the 2026-27 budget. The Gopabandhu Jan Arogya Yojana has received ₹6,309 crore, aimed at ensuring cashless medical treatment for millions of beneficiaries across the state.

Additional allocations include:

  • Chief Minister’s Health Service Mission: ₹5,008 crore

  • National Health Mission: ₹1,958 crore

The government has also reinforced social security for the elderly and vulnerable. The Madhu Babu Pension Yojana has been allocated ₹5,837 crore. Over ₹2,900 crore has been earmarked collectively for national old-age pensions and the Indira Gandhi National Old Age Pension Scheme.

These measures collectively expand the social safety net and aim to reduce financial distress among low-income families.


Redrawing Odisha’s Economic Map

Beyond welfare spending, the budget outlines an ambitious industrial vision through the creation of strategic Economic Clusters designed to drive regional growth and attract investment.

The Golden Quadrangle

The Bhubaneswar-Cuttack-Puri-Paradip belt is set to evolve into a premier Economic Region. Leveraging its connectivity, port access, and urban infrastructure, the corridor is expected to become a major driver of industrial expansion and services growth.

The Western Industrial Hub

The districts of Bargarh, Jharsuguda, and Sambalpur will be developed into a strategic industrial cluster, capitalizing on mineral resources, logistics strength, and manufacturing potential.

Southern Growth Corridors

Two additional clusters were announced for southern Odisha:

  • The maritime belt of BerhampurChhatrapurGopalpur

  • The industrial corridor spanning JeyporeKoraputSunabeda

These corridors aim to unlock the untapped economic potential of southern districts while promoting balanced regional development.

The ₹3.10 lakh crore budget reflects a dual-track strategy — expanding welfare programs through direct benefit transfers while simultaneously laying the foundation for long-term industrial transformation.

By strengthening social security and redrawing Odisha’s economic geography, the Majhi government has signaled its intent to combine inclusive governance with high-growth ambitions, shaping a new development trajectory for the state in 2026-27.
