<p>The Revenue Department reviewed the progress of Hi-Tech Survey and Settlement operations in Subarnapur district, directing officials to complete the remaining survey work and publish land records and maps by November. So far, final publication has been completed in 608 villages, while efforts are underway to complete pending work through faster field-level execution and digital land record updates.</p>

<p class="isSelectedEnd">During the meeting, the progress of the survey and settlement process, implementation of previous decisions, and the current status of field-level activities were reviewed in detail.</p>
<h2><strong>Focus on Timely Completion of Survey Operations</strong></h2>
<p class="isSelectedEnd">Dr. Padhee directed officials to ensure completion of the Hi-Tech Survey and Settlement work within the scheduled timeline. Stressing the importance of regular monitoring, coordination among departments, and faster execution at the field level, he urged all stakeholders to make Subarnapur a model district in Hi-Tech Survey and Settlement operations.</p>
<p class="isSelectedEnd">He instructed officials to complete the final publication of maps and land records in all remaining villages by November.</p>
<h2><strong>Land Records Updated Through Bhulekh Portal</strong></h2>
<p class="isSelectedEnd">During the meeting, officials informed that the <strong>Record of Rights (RoR)</strong> of 93 villages, where final publication has already been completed, have been uploaded to the <strong>Bhulekh Portal</strong> and land titles have been distributed among respective landowners.</p>
<p class="isSelectedEnd">Out of the remaining 69 villages pending for <strong>ULPIN (Unique Land Parcel Identification Number)</strong> generation after final publication, the process has been completed in 10 villages. After completion of RoR re-verification at the Tahasil level, ULPIN generation for the remaining villages will be carried out, followed by uploading of records and distribution of land titles.</p>
<h2><strong>Survey Work Gains Momentum in Three Tahasils</strong></h2>
<p class="isSelectedEnd">Officials informed that following the Memorandum of Understanding signed with <strong>M/S IIC Technologies</strong>, required manpower was deployed from June 8, and field-level survey activities began from June 15.</p>
<p class="isSelectedEnd">Survey Engineers and Data Entry Operators are currently engaged in <strong>Sonpur, Birmaharajpur, and Ulunda Tahasils</strong>. To speed up the process, additional manpower will be deployed in the remaining three Tahasils from June 22.</p>
<h2><strong>Final Publication Completed in 608 Villages</strong></h2>
<p class="isSelectedEnd">Out of the total <strong>954 villages notified for Hi-Tech Survey and Settlement in Subarnapur district</strong>, final publication of land records and maps has been completed in <strong>608 villages</strong>.</p>
<p class="isSelectedEnd">The draft publication of land records has been completed in <strong>834 villages</strong>, while <strong>Land Parcel Map (LPM) distribution</strong> has been completed in <strong>899 villages</strong>.</p>
<h2><strong>Month-Wise Roadmap Prepared for Remaining Work</strong></h2>
<p class="isSelectedEnd">A month-wise action plan covering the period from June to November was presented during the meeting. Based on the roadmap, Dr. Padhee directed officials to ensure completion of final publication of maps and land records in the remaining <strong>346 villages</strong> within the stipulated deadline.</p>
<p class="isSelectedEnd">The review meeting was attended by senior officials of the Directorate of Land Records and Surveys (DLRS) and the Revenue &amp; Disaster Management Department.</p>
<p>Through virtual mode, <strong>Sangram Keshari Mohapatra, RDC (Northern Division)</strong>, <strong>Dr. Nruparaj Sahu, Collector and District Magistrate, Subarnapur</strong>, along with other district-level officials, participated in the meeting.</p>

Revenue and Disaster Management Minister Suresh Pujari said the initiative aims to address a problem that the previous government left unresolved for over three decades.</p>
<p data-start="497" data-end="875"><strong data-start="497" data-end="528">Previous Delays and Backlog</strong><br data-start="528" data-end="531" />According to Pujari, between 1991 and 2024, only 1,000 villages were officially recognised as revenue villages, with just 300 of them mapped by the former administration. The remaining 700 villages were left incomplete. The current government will now map these unfinished villages along with additional new ones, bringing the total to 1,635.</p>
<p data-start="882" data-end="1281"><strong data-start="882" data-end="933">Special Tehsil-Level Offices to Fast-Track Work</strong><br data-start="933" data-end="936" />To ensure timely completion, the government will establish dedicated offices in each tehsil. These offices will be tasked with recognising villages and integrating them into the state’s administrative system within a fixed deadline. “We are determined to achieve in months what the previous regime couldn’t do in over 30 years,” Pujari stated.</p>
<p data-start="1288" data-end="1662"><strong data-start="1288" data-end="1337">Comprehensive Mapping and Digital Integration</strong><br data-start="1337" data-end="1340" />The project will involve creating separate maps for each village, updating land records with new account and plot numbers, and uploading them to Bhulekh, Odisha’s online land records portal. The criteria include villages with more than 250 residents and located at least 500 metres away from an existing revenue village.</p>
<p data-start="1669" data-end="2006"><strong data-start="1669" data-end="1712">Boost to Development and Welfare Access</strong><br data-start="1712" data-end="1715" />Once mapped and officially recognised, these villages will gain access to government welfare schemes and funding for infrastructure projects. The move is expected to enhance transparency in land ownership, streamline governance, and improve the delivery of public services in rural Odisha.</p>
