These projects are expected to generate over 66,000 employment opportunities across the state, reinforcing Odisha’s position as a prime investment destination in India.</p>
<p data-start="506" data-end="783">Chief Minister Mohan Charan Majhi said, “These 500 days reflect a confident, progressive, and investment-ready Odisha. The trust shown by investors from India and abroad demonstrates the strength of our policies, the pace of governance, and our journey toward self-reliance.”</p>

<h3 data-start="790" data-end="838"><strong data-start="794" data-end="836">Massive Investment Across 14 Districts</strong></h3>
<p data-start="839" data-end="1178">The approved projects span multiple high-growth sectors including IT and ESDM, aerospace and defence, textiles and apparel, food processing, tourism, green energy equipment, IT and ITES, data centres, specialty steel, aluminium, power and renewable energy, green hydrogen and ammonia, chemicals, semiconductors, and rare earth materials.</p>
<p data-start="1180" data-end="1431">The investments will be spread across 14 key districts—Angul, Balangir, Cuttack, Dhenkanal, Ganjam, Jagatsinghpur, Jajpur, Jharsuguda, Kandhamal, Kendrapara, Khordha, Puri, Sambalpur, and Sundargarh—ensuring balanced industrial growth across Odisha.</p>
<h3 data-start="1438" data-end="1521"><strong data-start="1442" data-end="1519">High-Level Clearance Authority (HLCA) Approves ₹1.41 Lakh Crore Proposals</strong></h3>
<p data-start="1522" data-end="1734">At the 42nd meeting of the High-Level Clearance Authority chaired by Chief Minister Majhi, 12 major investment proposals worth ₹1,41,993.54 crore were approved. These projects alone will create 49,745 new jobs.</p>
<p data-start="1736" data-end="2068">The HLCA focused on next-generation industrial sectors. CESC Green Power Ltd. received approval for investments in the Electronics System Design and Manufacturing (ESDM) sector, ACME Clean Energy Pvt. Ltd. will invest in green hydrogen and ammonia production, and Jindal India Power Ltd. will expand in power and renewable energy.</p>
<h3 data-start="2075" data-end="2149"><strong data-start="2079" data-end="2147">Single Window Committee Clears 21 Projects Worth ₹4,019.53 Crore</strong></h3>
<p data-start="2150" data-end="2407">In another key development, the 141st Single Window Committee meeting, chaired by Chief Secretary Manoj Ahuja, approved 21 investment proposals worth ₹4,019.53 crore. These projects will generate an additional 16,590 employment opportunities in the state.</p>
<h3 data-start="2414" data-end="2478"><strong data-start="2418" data-end="2476">Boosting Industrial Growth and Sustainable Development</strong></h3>
<p data-start="2479" data-end="2804">These approvals collectively aim to strengthen Odisha’s industrial landscape, create a skilled workforce, and accelerate sustainable development. With proactive governance, strong infrastructure, and an investor-friendly ecosystem, Odisha continues to emerge as a leading destination for both domestic and global investors.</p>

The initiative, unveiled by Chief Secretary Manoj Ahuja at Lok Seva Bhavan, aims to make public services more accessible and convenient for over 45 million citizens.</p>
<p data-start="600" data-end="1124"><strong data-start="600" data-end="647">One-Stop Digital Access to Citizen Services</strong><br data-start="647" data-end="650" />The <em data-start="654" data-end="665">Ama Sathi</em> chatbot, accessible via WhatsApp number 9437292000, supports both Odia and English, and comes with voice capabilities. Citizens can now avail essential services such as Birth and Income Certificates, Driving and Fertilizer Licenses, National Family Benefits Scheme, land records, police assistance, and education, agriculture, and horticulture services—all through a single platform. The chatbot will expand to cover over 500 services in the coming months.</p>
<p data-start="1126" data-end="1375"><strong data-start="1126" data-end="1166">ORTPSA Central Monitoring System 2.0</strong><br data-start="1166" data-end="1169" />Alongside the chatbot, the Chief Secretary launched a dynamic dashboard for the Odisha Right to Public Services Act (ORTPSA) Central Monitoring System, ensuring timely service delivery and accountability.</p>
<p data-start="1377" data-end="1844"><strong data-start="1377" data-end="1420">Government Officials Highlight Benefits</strong><br data-start="1420" data-end="1423" />Chief Secretary Manoj Ahuja emphasized the government’s commitment to simplifying public service access and leveraging technology for transparent and inclusive governance. Development Commissioner Anu Garg noted the enhanced accountability enabled by the CMS dashboard. Additional Chief Secretary Surendra Kumar highlighted awareness campaigns via TV, radio, and bus branding to ensure citizens know about the services.</p>
<p data-start="1846" data-end="2214"><strong data-start="1846" data-end="1883">Meta Partnership and Future Plans</strong><br data-start="1883" data-end="1886" />Meta India executives, including Arun Srinivas and Ravi Garg, lauded the collaboration, stating that WhatsApp’s reach would make government services more accessible and frictionless for citizens. Executive Director CMGI Vineet Bharadwaj added that by March 2026, all public services in Odisha would be accessible via WhatsApp.</p>
<p data-start="2216" data-end="2374">The event concluded with a Vote of Thanks by Debabrata Mallick, Addl. Secretary, GA &amp; PG Department, coordinated by Ansuman Rath and Pinaki Mohanty of CMGI.</p>

<p data-start="430" data-end="706">A meeting with the <strong data-start="449" data-end="476">World Bank Mission Team</strong> on the externally aided project <em data-start="509" data-end="555">“Strengthening the State Statistical System”</em> under the <strong data-start="566" data-end="624">Odisha State Capability and Resilient Growth Programme</strong> was held at the Planning &amp; Convergence Department Conference Hall, Bhubaneswar.</p>
<p data-start="708" data-end="1039">The meeting was chaired by <strong data-start="735" data-end="822">Smt. Anu Garg, IAS, Development Commissioner-cum-Additional Chief Secretary, Odisha</strong>. Other attendees included <strong data-start="849" data-end="910">Sri D. K. Jena, OSD-cum-Special Secretary, P&amp;C Department</strong>, and <strong data-start="916" data-end="979">Dr. Bijaya Bhusan Nanda, Director, Economics and Statistics</strong>, who briefed the team on progress made under the project.</p>
<p data-start="1041" data-end="1168">The World Bank Mission Team, led by <strong data-start="1077" data-end="1091">Mr. Thomas</strong> and including <strong data-start="1106" data-end="1126">Ms. Shreya Dutta</strong>, presented the roadmap for the project.</p>
<h2 data-start="1175" data-end="1222">Odisha’s Vision for Data-Driven Governance</h2>
<p data-start="1223" data-end="1581">Smt. Garg emphasized that Odisha is committed to transforming <strong data-start="1285" data-end="1315">data into a strategic tool</strong>, placing the Directorate of Economics and Statistics (DES) at the core of this effort. She highlighted that this initiative is integral to the State’s aspirations for <strong data-start="1483" data-end="1514">Viksit Odisha 2036 and 2047</strong>, aiming for governance guided by evidence and measurable impact.</p>
<h2 data-start="1588" data-end="1633">Adoption of Global Statistical Standards</h2>
<p data-start="1634" data-end="1847">Odisha has become the <strong data-start="1656" data-end="1679">only state in India</strong> to formally adopt the <strong data-start="1702" data-end="1756">Generic Statistical Business Process Model (GSBPM)</strong> framework, aligning its statistical practices with internationally recognized standards.</p>
<p data-start="1849" data-end="2070">The State has also introduced the <strong data-start="1883" data-end="1915">National Data Archive (NADA)</strong>, becoming the first in India to create a seamless system for <strong data-start="1977" data-end="2015">data storage, access, and analysis</strong>, empowering citizens, researchers, and policymakers.</p>
<h2 data-start="2077" data-end="2112">Innovations in Data Collection</h2>
<p data-start="2113" data-end="2259">The State has pioneered the <strong data-start="2141" data-end="2197">Computer Assisted Personal Interview (CAPI) software</strong> for collecting data under various Price Statistics surveys.</p>

A senior government official noted that, in comparison, the previous Biju Janata Dal (BJD) government refunded ₹119 crore to 2,79,109 depositors over a span of 10 years from 2014 to 2024. &#8220;The current administration has adopted a more proactive and decentralised approach to refunds,&#8221; the official added.</p>
<p data-start="1018" data-end="1545"><strong data-start="1018" data-end="1080">CM Mohan Majhi Sets New Target: 5 Lakh Refunds in 4 Months</strong><br data-start="1080" data-end="1083" />Chief Minister Mohan Charan Majhi has directed officials to complete refunds for another 5 lakh depositors within the next three to four months. “We are committed to ensuring every affected individual receives their hard-earned savings. Several steps are being taken to streamline the refund process,” read a statement from the Chief Minister’s Office (CMO). Among the measures is decentralising the refund mechanism to district levels for faster implementation.</p>
<p data-start="1547" data-end="2026"><strong data-start="1547" data-end="1601">Massive Scam: 70 Lakh Victims, Rs 4,600 Crore Lost</strong><br data-start="1601" data-end="1604" />According to official estimates, around 70 lakh people in Odisha were duped of nearly ₹4,600 crore through illegal chit fund and ponzi schemes over the last decade. The refund drive is seen as a response to widespread public anger, which became a central election issue in 2024. During the campaign, BJP state president Chandan Brahma had promised to complete the entire refund process within 18 months of coming to power.</p>
<p data-start="2028" data-end="2356"><strong data-start="2028" data-end="2075">Property Auctions of Illegal Firms Underway</strong><br data-start="2075" data-end="2078" />To meet this ambitious deadline, the government has stepped up efforts to generate funds. Recently, properties of 35 illegal chit fund firms — confiscated by the Special Investigation Team (SIT) — were auctioned. The proceeds are being directed toward compensating the victims.</p>
<p data-start="2358" data-end="2694"><strong data-start="2358" data-end="2409">Public Response: Mixed Sentiments Among Victims</strong><br data-start="2409" data-end="2412" />The renewed refund activity has been welcomed by many investors. Sujit Tripathy, a victim who lost ₹15 lakh in a 2017 chit fund scam, said, “Previous governments barely moved the file. If this one is serious and maintains the pace, completing the refunds in 18 months is realistic.”</p>
<p data-start="2696" data-end="2979">However, not everyone is convinced. Some depositors remain sceptical, citing past unfulfilled promises. Laxmi Sahu, a resident of Balasore district who lost ₹15,000 in a 2012 ponzi scheme, remarked, “We&#8217;ve heard this before. Unless the money reaches our hands, it&#8217;s hard to believe.”</p>
