The investments will be spread across 14 key districts—Angul, Balangir, Cuttack, Dhenkanal, Ganjam, Jagatsinghpur, Jajpur, Jharsuguda, Kandhamal, Kendrapara, Khordha, Puri, Sambalpur, and Sundargarh—ensuring balanced industrial growth across Odisha.

High-Level Clearance Authority (HLCA) Approves ₹1.41 Lakh Crore Proposals

At the 42nd meeting of the High-Level Clearance Authority chaired by Chief Minister Majhi, 12 major investment proposals worth ₹1,41,993.54 crore were approved. These projects alone will create 49,745 new jobs.

The HLCA focused on next-generation industrial sectors. CESC Green Power Ltd. received approval for investments in the Electronics System Design and Manufacturing (ESDM) sector, ACME Clean Energy Pvt. Ltd. will invest in green hydrogen and ammonia production, and Jindal India Power Ltd. will expand in power and renewable energy.

Single Window Committee Clears 21 Projects Worth ₹4,019.53 Crore

In another key development, the 141st Single Window Committee meeting, chaired by Chief Secretary Manoj Ahuja, approved 21 investment proposals worth ₹4,019.53 crore. These projects will generate an additional 16,590 employment opportunities in the state.

In a landmark step towards citizen-centric governance, the Government of Odisha, in partnership with Meta, today launched ‘Ama Sathi’, a unified WhatsApp chatbot providing access to over 120 government services. The initiative, unveiled by Chief Secretary Manoj Ahuja at Lok Seva Bhavan, aims to make public services more accessible and convenient for over 45 million citizens.

One-Stop Digital Access to Citizen Services
The Ama Sathi chatbot, accessible via WhatsApp number 9437292000, supports both Odia and English, and comes with voice capabilities. Citizens can now avail essential services such as Birth and Income Certificates, Driving and Fertilizer Licenses, National Family Benefits Scheme, land records, police assistance, and education, agriculture, and horticulture services—all through a single platform. The chatbot will expand to cover over 500 services in the coming months.

ORTPSA Central Monitoring System 2.0
Alongside the chatbot, the Chief Secretary launched a dynamic dashboard for the Odisha Right to Public Services Act (ORTPSA) Central Monitoring System, ensuring timely service delivery and accountability.

Meeting with World Bank Mission Team

A meeting with the World Bank Mission Team on the externally aided project “Strengthening the State Statistical System” under the Odisha State Capability and Resilient Growth Programme was held at the Planning & Convergence Department Conference Hall, Bhubaneswar.

The meeting was chaired by Smt. Anu Garg, IAS, Development Commissioner-cum-Additional Chief Secretary, Odisha. Other attendees included Sri D. K. Jena, OSD-cum-Special Secretary, P&C Department, and Dr. Bijaya Bhusan Nanda, Director, Economics and Statistics, who briefed the team on progress made under the project.

The World Bank Mission Team, led by Mr. Thomas and including Ms. Shreya Dutta, presented the roadmap for the project.

Smt. Garg emphasized that Odisha is committed to transforming data into a strategic tool, placing the Directorate of Economics and Statistics (DES) at the core of this effort. Adoption of Global Statistical Standards

Odisha has become the only state in India to formally adopt the Generic Statistical Business Process Model (GSBPM) framework, aligning its statistical practices with internationally recognized standards.

The State has also introduced the National Data Archive (NADA), becoming the first in India to create a seamless system for data storage, access, and analysis, empowering citizens, researchers, and policymakers.

Innovations in Data Collection

The State has pioneered the Computer Assisted Personal Interview (CAPI) software for collecting data under various Price Statistics surveys.

A Survey Design & Research Division (SDRD) is planned within DES to institutionalize independent, scientifically designed household surveys for robust data collection, validation, and interpretation.

Strengthening District-Level Planning

Recognizing the importance of local-level economic planning, Odisha will accelerate District Domestic Product (DDP) estimation by engaging experts and strengthening DES capacity, enabling more precise and effective policy interventions.

Digital Transformation and Departmental Strengthening

DES aims for a complete digital transformation of its statistical outputs, ensuring faster production, timely dissemination, and greater transparency.

The State plans to strengthen statistical systems across all departments, starting with an assessment of the Energy, Tourism, and Housing & Urban Development Departments to propose tailored improvement measures.

A team of DES officials will receive training in international best practices, returning to serve as catalysts to mentor peers across the State. BJP Fulfills Key Poll Promise on Chit Fund Scam
In a significant move to fulfill one of its major poll promises, the Bharatiya Janata Party (BJP)-led Odisha government has begun fast-tracking the refund process for small depositors who were defrauded by chit fund companies. The initiative, which was a core electoral commitment during the 2024 general elections, aims to bring long-awaited relief to lakhs of duped investors.

Rs 47 Crore Refunded in One Year
Over the past year, the Odisha government has disbursed ₹47.07 crore to 1,26,137 small depositors — the highest annual refund since the chit fund scam came to light. A senior government official noted that, in comparison, the previous Biju Janata Dal (BJD) government refunded ₹119 crore to 2,79,109 depositors over a span of 10 years from 2014 to 2024. “The current administration has adopted a more proactive and decentralised approach to refunds,” the official added.

CM Mohan Majhi Sets New Target: 5 Lakh Refunds in 4 Months
Chief Minister Mohan Charan Majhi has directed officials to complete refunds for another 5 lakh depositors within the next three to four months. “We are committed to ensuring every affected individual receives their hard-earned savings. Several steps are being taken to streamline the refund process,” read a statement from the Chief Minister’s Office (CMO). Among the measures is decentralising the refund mechanism to district levels for faster implementation.

Massive Scam: 70 Lakh Victims, Rs 4,600 Crore Lost
According to official estimates, around 70 lakh people in Odisha were duped of nearly ₹4,600 crore through illegal chit fund and ponzi schemes over the last decade. The refund drive is seen as a response to widespread public anger, which became a central election issue in 2024. During the campaign, BJP state president Chandan Brahma had promised to complete the entire refund process within 18 months of coming to power.

Property Auctions of Illegal Firms Underway
To meet this ambitious deadline, the government has stepped up efforts to generate funds. Recently, properties of 35 illegal chit fund firms — confiscated by the Special Investigation Team (SIT) — were auctioned. The proceeds are being directed toward compensating the victims.

Public Response: Mixed Sentiments Among Victims
The renewed refund activity has been welcomed by many investors. Sujit Tripathy, a victim who lost ₹15 lakh in a 2017 chit fund scam, said, “Previous governments barely moved the file. If this one is serious and maintains the pace, completing the refunds in 18 months is realistic.”
