<p class="PDq2pG_selectionAnchorContainer" data-start="79" data-end="431">The Bhubaneswar Traffic Police has announced special traffic restrictions in the capital city ahead of the <strong data-start="186" data-end="258">ISKCON Rath Yatra, Bahuda Yatra, and Suna Besha celebrations in 2026</strong>. The restrictions will be enforced on <strong data-start="297" data-end="330">July 16, July 24, and July 25</strong> to ensure smooth movement of devotees and proper management of vehicles during the religious events.</p>
<p data-start="433" data-end="758">A large gathering of devotees is expected around the <strong data-start="486" data-end="529">ISKCON Temple area and connecting roads</strong> during the celebrations. In view of the anticipated crowd, the <strong data-start="593" data-end="639">Bhubaneswar-Cuttack Police Commissionerate</strong> has issued traffic guidelines under <strong data-start="676" data-end="727">Section 28 of the Odisha Urban Police Act, 2003</strong> and other traffic regulations.</p>
<p data-start="760" data-end="1007">According to the notification, from <strong data-start="796" data-end="835">3 PM onwards on July 16 and July 24</strong>, heavy vehicles coming from the Khordha side will not be allowed to enter towards <strong data-start="918" data-end="970">CRP Square through the Fire Station service road</strong> until the chariots cross CRP Square.</p>
<p data-start="1009" data-end="1109">During the movement of the chariots, restrictions will also remain in force on the following routes:</p>
<ul data-start="1111" data-end="1187">
<li data-section-id="1h4gso1" data-start="1111" data-end="1153"><strong data-start="1113" data-end="1153">DAV School, Unit-8 to Mausima Temple</strong></li>
<li data-section-id="1dpsi05" data-start="1154" data-end="1187"><strong data-start="1156" data-end="1187">CRP Square to ISKCON Temple</strong></li>
</ul>
<p data-start="1189" data-end="1273">No vehicles will be allowed to operate on these routes during the restricted period.</p>
<p data-start="1275" data-end="1454">Besides, vehicles will not be permitted to travel towards <strong data-start="1333" data-end="1417">CRP Square through the service road near Kasturba School and Nayapalli Underpass</strong> until the chariots cross the square.</p>
<h3 data-section-id="1iz8xgi" data-start="1456" data-end="1498">Restrictions for Suna Besha on July 25</h3>
<p data-start="1500" data-end="1717">For the <strong data-start="1508" data-end="1542">Suna Besha ceremony on July 25</strong>, traffic restrictions will be imposed from <strong data-start="1586" data-end="1626">5 PM until the completion of darshan</strong>. During this period, no vehicles will be allowed between <strong data-start="1684" data-end="1716">CRP Square and ISKCON Temple</strong>.</p>
<p data-start="1719" data-end="1873">However, vehicles engaged in emergency services, including <strong data-start="1778" data-end="1828">police vehicles, fire services, and ambulances</strong>, will remain exempt from these restrictions.</p>
<p data-start="1875" data-end="2078" data-is-last-node="" data-is-only-node="">The Commissionerate Police has requested commuters to avoid the restricted routes and use alternative roads to prevent inconvenience and ensure smooth traffic movement during the Rath Yatra celebrations.</p>

<p data-start="170" data-end="372">The father of deceased youth Soumyaranjan Swain has expressed dissatisfaction over the ongoing Crime Branch investigation into the brutal Balianta murder case and demanded a CBI probe into the incident.</p>
<p data-start="374" data-end="626">Appealing to the Chief Minister, he alleged that more people were involved in the murder than those arrested so far. While police have arrested 13 accused in connection with the case, the family claims nearly 40 persons were involved in the mob attack.</p>
<p data-start="628" data-end="730">He further demanded life imprisonment or capital punishment for all those responsible for the killing.</p>
<h2 data-section-id="1eaep" data-start="732" data-end="768">Brutal Mob Assault Shocked Odisha</h2>
<p data-start="770" data-end="927">The horrific incident, which took place on May 7 in Balianta on the outskirts of Bhubaneswar, had sparked outrage across Odisha due to its extreme brutality.</p>
<p data-start="929" data-end="1170">Soumyaranjan Swain was allegedly tied up, tortured and beaten to death by a violent mob in the presence of police personnel. Reports stated that he was hung upside down with his hands and legs tied before being attacked with rods and sticks.</p>
<p data-start="1172" data-end="1257">His friend and gym trainer Omprakash Raut was also seriously injured in the incident.</p>
<p data-start="1259" data-end="1404">Ten days have now passed since the incident, and the deceased youth’s family continues to seek justice while mourning the loss of their only son.</p>
<h2 data-section-id="w1xxgg" data-start="1406" data-end="1458">Crime Branch Conducting Multi-Angle Investigation</h2>
<p data-start="1460" data-end="1685">Following public outrage, the Chief Minister had ordered a Crime Branch investigation into the case. The State Women’s Commission Chairperson Shobhana Mohanty also visited the spot and met the victim involved in the incident.</p>
<p data-start="1687" data-end="1786">The case has witnessed conflicting statements from the woman complainant and Soumyaranjan’s friend.</p>
<p data-start="1788" data-end="2034">The woman alleged that she was misbehaved with and that Soumya’s friend was threatening to abduct her. However, Soumyaranjan’s friend denied the allegations and claimed that neither harassment nor any attempt to assault the woman had taken place.</p>
<p data-start="2036" data-end="2127">Crime Branch officials are currently investigating all possible angles related to the case.</p>
<h2 data-section-id="zesdvj" data-start="2129" data-end="2169">13 Arrested So Far in the Murder Case</h2>
<p data-start="2171" data-end="2340">Police have so far arrested 13 accused, including main accused Ranjit Patra. Initially, the Commissionerate Police had arrested 11 villagers in connection with the case.</p>
<p data-start="2342" data-end="2498">After the Crime Branch took over the investigation, two more accused — Judhisthir Jena alias Banti and another prime accused known as Chinu — were arrested.</p>
<p data-start="2500" data-end="2624" data-is-last-node="" data-is-only-node="">According to the preliminary postmortem report, Soumyaranjan died due to severe internal injuries caused during the assault.</p>

Pradhan, who was nabbed in June 29, 2025, was granted bail on a surety bond of 30,000 rupees and personal surety, his legal representative said on Wednesday.</p>
<p>The origins of the case lie in a violent act on June 30, 2025, when a group of people supposedly assaulted Sahoo since he was addressing a public grievance hearing at the BMC office. Police helmet camera footage of the assault, in which the senior officer is dragged and beaten, was released, and became viral, creating a feeling of widespread outrage. The Odisha Administrative Service (OAS) Association termed Pradhan as the man behind the attack and wanted him to be arrested immediately. This prompted their demonstrations and a statewide cease-work protest, which disrupted the administrative activities till Pradhan gave himself up at the Bhubaneswar Deputy Commissioner of Police (DCP) station on July 3, 2025.</p>
<p><strong>Grave Accusations and First Reversal</strong><br />
After his arrest, the Commissionerate Police booked Pradhan under various provisions of the Bharatiya Nyaya Sanhita (BNS) including the laws enshrined in assaulting a public servant, causing grievous hurt, and obstructing government work. The court dismissed his earlier plea to grant bail and remanded him to a 14-day judicial custody in the Jharpada Special Jail.</p>
<p>Not to be denied, a legal battalion led by Pradhan appealed the case to the Khurda District and Sessions Court. On July 8, 2025, Tuesday, the court listened to the arguments, and considered the case diary. It was the failure by the prosecution to provide crucial evidence which included a phone conversation between Pradhan and Sahoo according to his advocate Suresh Kumar Sahoo which undermined their case. The next day the court granted him bail and this was a momentary reprieve to the BJP leader.</p>
<p><strong>Political Fall-Out and Continued Tensions</strong><br />
The event has been a political hot spot in Odisha. Protests of the OAS Association also forefronted the safety of the public servants and opposition parties, including the Biju Janata Dal (BJD), blamed the BJP led government in protecting Pradhan prima facie. In its turn, the BJP suspended five of its party workers who were reportedly involved in the assault and insisted that the case was politicized to blacken the name of the party. The former corporator Pradhan, who lost the 2024 Bhubaneswar Central assembly election narrowly, has persistently denied that he, in person, had direct involvement, and maintained that the allegation was part of a wider conspiracy to tar him and his party.</p>
<p>With Pradhan out on walk, the question now arises of what the next step in the investigation will be, and when the bail of five other suspects will be heard, following on July 15, 2025. The case brings political accountability and protection of government officials to a new level in the state of Odisha as both sides put on guard awaiting the outcome.</p>
