Motorists who repeatedly violate traffic rules may soon face more than just monetary penalties. Under the new provisions of the Central Motor Vehicles Rules, habitual traffic offenders could have their driving licences cancelled if they continue to flout road safety regulations.

According to the new rules, which came into effect this year, drivers who commit five or more traffic violations between January 1 and December 31, 2026, may be classified as repeat offenders. In such cases, the Transport Department can initiate proceedings to suspend or cancel their driving licence. However, the final decision will be taken by the concerned Regional Transport Office (RTO) after giving the driver an opportunity to present their case.

Digital Tracking of Every Violation

The government has strengthened its digital enforcement mechanism by integrating the e-Challan system with the VAHAN and SARATHI portals. Since driving licences are linked with Aadhaar and other official records, every traffic violation committed anywhere in the country will now be reflected in the driver’s digital profile.

Earlier, many motorists managed to escape stricter action even after receiving challans in different cities. With the integrated database, authorities can now maintain a complete record of repeat offenders, making it difficult to avoid enforcement.

AI Cameras to Detect Violations Round the Clock

Traffic enforcement is also becoming increasingly technology-driven. AI-enabled cameras installed at several locations are monitoring roads 24×7 and automatically detecting violations such as signal jumping, overspeeding and other traffic offences.

Once a violation is detected, the system generates an e-Challan without requiring the physical presence of traffic police personnel. Officials say motorists should no longer assume they can escape penalties simply because there are no police officers at an intersection.

Licence Cancellation for Habitual Offenders

Government data suggests that nearly 70% of traffic violations are committed by just 20% of drivers, indicating that a small group of habitual offenders is responsible for most road rule violations. Authorities believe that imposing fines alone has failed to change driving behaviour, prompting the introduction of stricter measures such as licence cancellation.

₹10,000 Fine for Driving Without a Valid Licence

The government has also warned that if a person continues to drive after their licence has been cancelled, they may face a penalty of up to ₹10,000 under the Motor Vehicles (Amendment) Act, 2019.

Officials say the new enforcement framework aims to improve road safety, promote responsible driving and discourage repeat traffic offences through stricter digital monitoring and stronger legal action against habitual violators.
