Addressing the gathering, the Prime Minister said the new PMO complex represents a shift from power-centric governance to citizen-centric service.

Seva Teerth brings together the Prime Minister’s Office, the National Security Council Secretariat, and the Cabinet Secretariat under one integrated complex to ensure smoother coordination and faster decision-making.

Modi described the complex as a symbol of “seva” (service), designed to meet the needs of India’s vast population and reflect the aspirations of its citizens.

Kartavya Bhawans to House Key Ministries

The newly inaugurated Kartavya Bhawan-1 and Kartavya Bhawan-2 will accommodate several major ministries, including Finance, Defence, Health, and Education.

The new infrastructure aims to resolve longstanding issues associated with scattered offices, cramped workspaces, and inefficiencies in the historic North and South Blocks. According to officials, the centralised setup is expected to improve collaboration among departments and enhance administrative efficiency.

Moving Beyond the Colonial Legacy

Modi noted that the old North and South Blocks were symbols of British colonial rule and reflected a governance mindset that prioritised authority over public service.

He linked the inauguration to broader symbolic changes, including the renaming of Rajpath to Kartavya Path and Race Course Road to Lok Kalyan Marg.

“These changes are not just about renaming roads,” Modi said, adding that they reflect a transition from dominance to dedication and from power to duty.

Auspicious Launch on Vijay Ekadashi

The ceremony took place on Vijay Ekadashi, which the Prime Minister described as an auspicious occasion for new beginnings.

A special commemorative postage stamp and coin were released to mark the inauguration of Seva Teerth. Senior Union ministers, top bureaucrats, engineers, and officials involved in the project attended the event.

A Vision for Viksit Bharat

Modi thanked the architects, engineers, and workers who contributed to building the complex, calling it more than just infrastructure.

He said the new administrative spaces are designed to encourage people-focused decision-making and efficient governance, which he believes will accelerate India’s journey toward becoming a developed nation.

With Seva Teerth and the Kartavya Bhawans now operational, the government hopes to usher in a new chapter defined by service, accountability, and streamlined administration.
