The Departmentally Related Standing Committee-III of the Odisha Legislative Assembly is on an official visit to Uttar Pradesh to study legislative procedures, committee functioning and various systems adopted by the Uttar Pradesh Assembly.

The committee, headed by its Chairman Babu Singh, is visiting Uttar Pradesh from September 2 to September 7, 2026. MLAs Dr. Byomakesh Ray, Sunil Kumar Mohanty, Manas Kumar Dutta and Nilamadhab Hikaka are part of the delegation.

Assembly officials Ishwar Chandra Nayak and Niranjan Kar, OSD and Joint Secretary (Reporting), are also accompanying the committee and providing necessary support during the visit.

On September 3, the committee visited the Uttar Pradesh Legislative Assembly and held detailed discussions with Uttar Pradesh Assembly Speaker Satish Mahana, Assembly Secretary Pradeep Kumar Dubey and other senior officials.

The discussions covered several aspects of legislative functioning, including the management of the Assembly, constitution and functioning of Standing Committees, powers and responsibilities of different committees, and the use of the e-Vidhan system.

The Odisha delegation also discussed the procedures followed for presenting and passing the state Budget in the Uttar Pradesh Assembly. The facilities and amenities provided to MLAs were also examined.

Issues relating to the Works Department, Housing and Urban Development, and drainage systems were among the other subjects discussed during the interaction.

The committee also visited the Assembly gallery and gathered information on how details related to Assembly proceedings are made accessible to legislators and the general public.

The delegation received particular information about the live broadcasting of Assembly proceedings, including the use of YouTube and other digital platforms to make legislative proceedings accessible to the public.

During the visit, the committee also deliberated on how similar reforms and technological practices adopted by the Uttar Pradesh Assembly could be introduced in the Odisha Legislative Assembly.

The visit is aimed at gaining practical insights into legislative administration and exploring ways to strengthen transparency, digital accessibility and the functioning of committees in Odisha.
