Congress strengthens its foothold in urban Maharashtra after civic poll gains, while Shiv Sena (UBT) and NCP (SP) suffer heavy losses, reshaping the Opposition landscape ahead of 2029.

The recent civic poll results in Maharashtra have dramatically altered the state’s political climate. The Congress has strengthened its position within the Opposition Maha Vikas Aghadi (MVA), putting Uddhav Thackeray’s Shiv Sena (UBT) and Sharad Pawar’s NCP (SP) under pressure following heavy defeats in their traditional strongholds.

BJP-Led Alliance Dominates Urban Maharashtra

The BJP-led Mahayuti alliance delivered a commanding performance in 29 municipal corporations, signaling that urban voters continue to prioritise development over identity politics.

The seat tally reveals:

BJP: 1,425 seats

Shinde-led Shiv Sena: 399 seats

Congress: 1,425 seats

NCP (SP): 36 seats out of 2,869

These numbers highlight the overwhelming reach of the BJP in urban centres, while the NCP (SP) suffered major losses in Pune and the Pimpri-Chinchwad belt, despite alliances with Ajit Pawar.

Congress Emerges Strongest Opposition Force

Congress’s gains are evident in cities like Kolhapur, Chandrapur, and Bhiwandi, establishing its presence across Maharashtra and strengthening its leverage within the MVA. The party has now positioned itself to demand a larger share in seat-sharing, coordination, and leadership ahead of the 2029 Assembly elections.

Political analysts note that while Shiv Sena (UBT) retains emotional connections with voters, especially in Mumbai, its organisational weakness at the ward level limits its influence. Similarly, the NCP (SP)’s poor urban performance casts doubts on its ability to serve as the strategic backbone of the MVA.

Pressure on MVA Allies

Observers suggest that both Shiv Sena (UBT) and NCP (SP) may need to strengthen collaboration with Congress if they hope to maintain political relevance in Maharashtra. Despite these shifts, Congress leaders recognise that the gap between the ruling BJP-led coalition and the Opposition remains significant, highlighting the need to bolster grassroots organisation and rethink alliance strategies for future electoral contests.

Implications for Maharashtra Politics

The civic poll results underscore a rebalancing of power within the MVA, with Congress emerging as a dominant force in urban centres. This shift could influence decision-making, alliance negotiations, and electoral strategy ahead of the 2029 Assembly elections, while keeping BJP firmly in control of the state’s urban political landscape.

Alliance Unity Crumbles Before Key Municipal Elections

Maharashtra’s political landscape is witnessing fresh turbulence as the BJP-led Mahayuti alliance shows visible cracks ahead of crucial municipal corporation elections. The alliance—comprising the Bharatiya Janata Party (BJP), the Eknath Shinde-led Shiv Sena and the Ajit Pawar-led Nationalist Congress Party (NCP)—is struggling to maintain cohesion amid bitter seat-sharing disputes.

Instead of presenting a united front, alliance partners are increasingly opting for independent contests or forming localised, cross-purpose alliances, particularly in major urban centres.

Ramdas Athawale’s RPI Walkout Deals Major Blow

In a significant setback, Union Minister Ramdas Athawale’s Republican Party of India (RPI) has pulled out of the Mahayuti, alleging that it was denied a “respectable” share of seats. The exit threatens to fragment the Dalit vote bank, adding another layer of complexity to an already volatile electoral contest.

Political observers believe the RPI’s departure could have ripple effects in tightly contested urban wards where Dalit voters play a decisive role.

Major Cities Turn Into Alliance Battlegrounds

The disintegration of unity is evident across several key cities, including Mira-Bhayander, Navi Mumbai, Pune, Nashik, Nanded, Chhatrapati Sambhajinagar, Amravati, Akola, Malegaon and Ahilyanagar. In many of these urban centres, alliance partners are now locked in direct competition against each other.

Nashik has emerged as a flashpoint, with the Shiv Sena (Shinde faction) and Ajit Pawar’s NCP forging a local alliance for the 122-seat civic body, leaving the BJP to contest on its own. In contrast, the BJP is seeking a tie-up with the NCP in Ahilyanagar, while the Shinde-led Sena has chosen to go solo.

Patchwork Alliances and Solo Runs

In Dhule, a near-finalised agreement between the Shinde Sena and the NCP proposes a 60–40 seat split, reportedly excluding Muslim-dominated wards—an arrangement that has drawn criticism. Jalgaon presents another patchwork formula, where the BJP, Sena and NCP have agreed to share seats in the ratio of 42, 23 and 6 respectively.

However, in Sangli Miraj Kupwad, the Shinde faction has decided to contest all 78 seats independently, accusing its allies of unfair seat allocation.

Kolhapur and Ichalkaranji Remain Rare Exceptions

Kolhapur and Ichalkaranji are the only two civic bodies where the Mahayuti alliance remains intact. In Kolhapur, seats have been evenly divided among the partners—BJP 36, Shiv Sena 30 and NCP 15. Ichalkaranji follows a similar pattern, with the BJP contesting 52 seats, the Sena 11 and the NCP 2.

These exceptions, however, stand in sharp contrast to the widespread discord elsewhere in the state.

Ajit Pawar’s NCP Emerges as Kingmaker

The ongoing realignments underscore the growing leverage of Ajit Pawar’s NCP, which is increasingly being seen as the kingmaker in urban Maharashtra. Its strategic flexibility—allying with different partners in different cities—has the potential to redefine power equations within the Mahayuti.

Urban Politics Headed for Unpredictable Contest

With alliances in flux and unity giving way to opportunism, Maharashtra’s municipal elections are shaping up to be fiercely contested and unpredictable. Voters are preparing for a fragmented, issue-driven battle that could significantly reshape urban political dynamics and influence the future course of state politics.

In its mouthpiece Saamana, the party alleged that the Commission allowed malpractice, enabling manipulation of votes in what should be the “sacred process” of the Constitution.

The editorial declared that the victory of RSS-backed candidate C. P. Radhakrishnan was tainted by “vote stealing, black money, blackmail, and threats,” branding the democratic process as compromised.

Allegations of Vote Manipulation

According to Sena’s claims, opposition candidate B. Sudarshan Reddy was expected to secure around 315 votes but ended up with only 300. Additionally, 15 ballots were declared invalid — most of which, Sena alleged, were in Reddy’s favour.

“It cannot be dismissed as an accident; this is nothing less than a staged conspiracy,” the editorial thundered. It accused parties like Biju Janata Dal (BJD) and Bharat Rashtra Samithi (BRS) of deliberately staying “neutral” out of fear of central investigative agencies. Sena went further, demanding these parties be derecognised to prevent future withdrawals during elections.

Call for Electoral Reforms

Uddhav Thackeray’s faction used the episode to argue for bold electoral reforms. The editorial proposed compulsory voting and open ballots to eliminate secret deals and horse trading.

“Horse trading has entered even the highest levels of our democracy,” the piece stated, urging Radhakrishnan to bring legislation that would safeguard elections from executive interference. Sena compared the alleged malpractice to BJP’s tactics in Gram Panchayat and Zilla Parishad polls, saying that even the Vice-Presidential election had not escaped manipulation.

Questions Raised on Office of Vice President

The editorial also asked uncomfortable questions about the role of ex-Vice President Jagdeep Dhankhar after his resignation. It demanded that the new Vice President ensure transparency and dignity in the office.

According to Sena, the NDA’s so-called “victory” was nothing more than engineered splits among opposition ranks. The article even alleged cross-voting MPs were “enticed with foreign trips on chartered flights,” eroding the dignity of the constitutional post.

A Warning for the Future

Going beyond its usual rhetoric, Sena predicted that “one day Radhakrishnan will reveal his true colours as Rajya Sabha Chairman.” Analysts believe this criticism is not just emotional outrage but a calculated political strategy to align opposition forces nationwide, while the Maharashtra power struggle continues.

The sharpest sign, experts note, was Sena’s call for action against BJD and BRS, which it sees as symbols of central coercion. In this framing, Sena painted itself as a defender of democracy, warning that the country stands at the edge of collapse unless electoral honesty is restored.

The rally was organized to celebrate the scrapping of the controversial three-language policy in Maharashtra colleges.

First Public Appearance Together Since 2005

This marks the first time Uddhav and Raj Thackeray appeared on the same public platform since 2005, the year Raj walked out of Shiv Sena and later formed the MNS in 2006. Their split led to a bitter political rivalry and personal estrangement that lasted nearly two decades.

Addressing the gathering, Uddhav Thackeray expressed visible emotion at the reunion. “I am elated to see you here, Raj. I don’t feel like talking much… I’m sad, but what matters is that we met, and we will be together,” Uddhav said.

Raj Credits Devendra Fadnavis for Reunion

In his speech, Raj Thackeray thanked Maharashtra Deputy Chief Minister Devendra Fadnavis for playing a key role in bringing the brothers together. “What Balasaheb could not accomplish has been done by Devendra Fadnavis through this reunion,” Raj stated.

Referring to the late Shiv Sena founder Balasaheb Thackeray as “our father,” Raj emotionally remarked, “Have Uddhav stand next to me and hug me. He (Balasaheb) is watching us from above, happy to see this moment.”

Call to Protect Maharashtrian Identity

Raj Thackeray used the platform to sharply criticize what he called the “Chhattisgarh brand of Gunda Raj” being imported into Maharashtra under the guise of cultural preservation. He accused certain elements of targeting and harming Maharashtrians in the name of culture.

“Maharashtra is bigger than all politics, and we must keep it that way,” he emphasized, calling on people to resist cultural aggression and fight for their heritage. “Will you remain silent while Maharashtrian culture is being destroyed?” he asked the crowd.

Rally Celebrates Victory Against Three-Language Formula

The rally was originally scheduled for an earlier date but was postponed to coincide with the state government’s withdrawal of the three-language policy in colleges. The move was widely celebrated as a victory for regional identity and linguistic pride.

Both Uddhav and Raj stayed focused on this cultural win and avoided any political mudslinging. Their unity on stage was viewed by many as symbolic of a larger cultural cause transcending their long-standing personal and political feud.

Reunion Sparks Hope—Will the Bond Last?

As the rally ended, the brothers posed together for photographs, flashing smiles while cameras clicked rapidly. The event has sparked speculation on whether this public show of unity will lead to a lasting political or personal reconciliation.

While neither brother made any explicit promises about future collaborations, their joint presence on stage after years of silence spoke volumes. For many in Maharashtra, the sight of Uddhav and Raj Thackeray standing together evoked nostalgia, emotion, and a flicker of hope for renewed Thackeray unity.
