According to Finance Department sources, the upcoming budget is expected to exceed ₹3 lakh crore, possibly touching ₹3.10 lakh crore. This marks a significant jump from last year’s ₹2.90 lakh crore allocation, with an estimated increase of ₹15,000–20,000 crore.

The enhanced outlay aligns with the government’s “Viksit Odisha 2036” vision, which aims to transform the state into a developed economy by its centenary year.

Focus on Rural Infrastructure Ahead of Panchayat Polls

With panchayat elections approaching, the government is prioritising rural infrastructure. Major drinking water projects under the Panchayati Raj Department are expected to receive enhanced funding.

The emphasis is on improving access to clean water, strengthening rural roads, and ensuring better connectivity to remote villages — measures seen as both developmental and politically significant.

Urban Push Before Municipal Elections

Urban centres are also set for major investments. With municipal elections in 36 urban local bodies scheduled for June and wider civic polls due in 2027, the Urban Development Department is preparing new initiatives.

Key focus areas include reducing traffic congestion, upgrading civic amenities, improving waste management systems, and expanding urban infrastructure to meet the demands of growing cities.

Agriculture and Irrigation Get a Boost

Agriculture remains central to the budget. Farmers may benefit from:

Cold storage facilities in every subdivision
₹800 per quintal input subsidy on paddy
Expanded irrigation coverage

These measures aim to stabilise farm incomes and improve productivity, especially in drought-prone areas.

Health, Education and Social Welfare in Focus

The government plans to increase allocations for health and social security programmes. Flagship schemes such as Ayushman Bharat and Subhadra Yojana, aimed at women’s empowerment, are expected to receive higher funding than in the previous fiscal year.

Social welfare pensions under various security schemes are also likely to see upward revisions, benefiting elderly citizens, widows, and persons with disabilities.

Massive Infrastructure Roadmap

Infrastructure development remains a cornerstone of the BJP-led government’s strategy. Plans include constructing 75,000 km of roads over the next five years, with major projects scheduled within the next three years.

New public buildings — including expansions to Lok Seva Bhawan and the State Assembly complex — are also on the agenda to strengthen administrative capacity.

Balancing Development and Political Strategy

The interim budget signals a blend of long-term economic planning and immediate electoral considerations. By focusing on rural development, urban expansion, agriculture support, and social welfare, the government appears to be aiming for inclusive growth while preparing for upcoming elections.
