The political temperature in Odisha rose sharply on Tuesday as the opposition Biju Janata Dal (BJD) launched a strong attack on the ruling BJP government during a massive farmers’ rally.

Naveen Patnaik Leads Farmers’ Protection Rally

Addressing party workers and farmers at the BJD’s Farmers’ Protection Rally, party president and former chief minister Naveen Patnaik vowed that the Biju Janata Dal (BJD) would continue its fight to safeguard farmers’ rights in Odisha.

Patnaik accused the ruling Bharatiya Janata Party (BJP) government of failing to deliver on its election promises as it approaches two years in office.

Contrast With BJD’s Agriculture Initiatives

Highlighting his party’s track record, Patnaik said the previous BJD government had prioritized agriculture through a dedicated farmers’ budget, implementation of the KALIA scheme, easier access to farm loans, and expansion of irrigation facilities.

He contrasted this with what he termed the “double engine” BJP government — referring to the BJP being in power both in the state and at the Centre — alleging that it has neglected farmers’ basic needs.

“The government is neither taking proper decisions nor implementing them. During elections, they made tall promises, but nothing has materialised,” Patnaik said.

Allegations of Fertiliser Shortage and Payment Delays

The former chief minister raised several specific grievances affecting farmers, including shortages of fertilisers, problems in paddy procurement, rising deductions in payments, and delays in the disbursement of dues.

“When farmers complain, the government calls them liars,” he alleged.

Patnaik also referred to a recent letter he had written to the state government, urging it to fulfil its poll commitments sincerely. He claimed there had been no response even after 15 days. “Hundreds of crores are spent on publicity, but nothing for farmers,” he added.

Broader Attack on BJP Governance

Beyond agriculture, Patnaik criticised the BJP government over what he described as deteriorating law and order, concerns over women’s safety, rising youth unemployment, and frequent examination paper leaks.

“The government needs to serve people, not give sermons. Tales won’t run a government; action is required,” he said, sharpening the opposition’s attack.

Political Message Ahead of Future Polls

The rally reflects growing political mobilisation by the BJD as Odisha’s political landscape intensifies. Patnaik declared that the party would “awaken the government from its Kumbhakarna slumber” and continue to raise farmers’ issues both inside and outside the Assembly.

Odisha’s farming basin is grappling with a severe fertiliser shortage, pushing farmers into distress and threatening the kharif crop season. Analysts suggest innovative solutions like drone-based fertiliser distribution, biofertiliser promotion, and community composting hubs to reduce dependency on chemical supplies.

Farmers Face Severe Distress

Odisha is staring at a major agricultural disaster this Kharif season due to an acute fertiliser shortage. Farmers across several districts are struggling to access essential inputs, particularly urea, which has reportedly become scarce in the open market. Reports of black marketing, adulteration, and supply mismanagement have only intensified farmer unrest.

Naveen Patnaik’s Strong Rebuke

Leader of Opposition Naveen Patnaik lashed out at the Centre, claiming that fertiliser shortages are crippling agricultural production and jeopardising the livelihoods of farmers who form over 70% of the state’s population. In a letter to Union Fertiliser Minister J.P. Nadda, Patnaik demanded urgent intervention to ensure timely and adequate urea supply.

Patnaik highlighted Odisha’s transformation from a rice-deficient state in 2000 to a major contributor to the national PDS system, attributing the success to scientific farming practices and a steady supply of fertilisers.

Farmers Allege Black Marketing

While the Odisha government claims to have 7.94 lakh tonnes of fertiliser in storage, farmers allege that stocks are being hoarded and diverted to private dealers, who sell at inflated prices. They demand that companies like MARKFED be entrusted with distribution instead of private networks. Several farmers have already staged demonstrations, abandoning their fields to demand fair access.

Patnaik also slammed the Centre for the long delay in operationalising the Talcher fertiliser plant, whose foundation stone was laid in 2018 with a 36-month completion promise. Even after seven years, the project remains non-functional, deepening Odisha’s dependency on external supply chains.

Responding sharply, BJP state president Manmohan Samal accused the BJD of presiding over years of irregular urea supply during its tenure. He alleged widespread corruption and middlemen involvement in fertiliser distribution under the previous government.

Samal assured that the current government is addressing the crisis through cooperative departments and by manufacturing neem-coated urea to curb diversion. He expressed confidence that the problem would be resolved soon with departmental coordination.

Experts Warn of Looming Food Insecurity

Agricultural experts caution that if immediate corrective measures are not taken, Kharif yields in Odisha will face a steep decline, triggering food insecurity and plunging rural incomes. The fertiliser crisis, unless urgently resolved, could undo two decades of agricultural progress in the state.
