Odisha Boosts Industrial Growth with ₹40,811 Crore Investment and 36 Projects

Odisha has marked a significant milestone in its industrial journey with the launch and inauguration of 36 industrial projects worth ₹40,811 crore. Chief Minister Mohan Charan Majhi, addressing a major event held at Bhuiyanpur in Begunia block of Khordha district, emphasized the state’s firm commitment to industrial growth and timely implementation of development projects.

Out of the 36 projects, foundation stones were laid for 25, while 11 projects were inaugurated. These initiatives are expected to generate more than 59,000 employment opportunities, providing a major boost to the state’s economy and job market. The projects span across key sectors including green energy equipment, metallurgy and downstream industries, textiles and apparel, plastics, tourism, agriculture and food processing, defense manufacturing, IT, automobiles, and cement.

Chief Minister Majhi stated that Odisha is no longer just a state of potential but is now experiencing tangible progress and prosperity. He highlighted that the state is entering a new phase of industrial expansion, often referred to as the “second industrial revolution” in Odisha, with 2025 marking a significant beginning.

The Chief Minister also pointed out that over the past 18–20 months, the government has initiated projects worth approximately ₹2.5 lakh crore, resulting in the creation of around 1.76 lakh jobs. He reiterated the government’s commitment to transforming Odisha from a promise-driven state into one that delivers results.

Majhi stressed that the upcoming years will be crucial for Odisha, as the state aims to become a fully developed and prosperous region by 2036. He also noted that the state’s economy is strengthening through infrastructure investment, with over ₹72,000 crore allocated in the current budget for infrastructure development.

The event also included a roundtable meeting with industrialists from across India and a project exhibition showcasing industrial developments. Industry Minister Sampad Chandra Swain emphasized the government’s dedication to building a diverse, stable, and future-ready industrial ecosystem.

The initiative reflects Odisha’s growing prominence as a key investment destination, aligning with national initiatives like Atmanirbhar Bharat and Make in India, while accelerating economic growth and self-reliance.

Odisha Unveils ₹1,200 Crore Industries Budget for 2026–27 to Boost Growth and Jobs

The Odisha Government has presented the Budget Estimates for the Industries Department for the financial year 2026–27, focusing on accelerating industrial growth, attracting investments, and creating large-scale employment opportunities. The budget was presented in the Odisha Legislative Assembly and aligns with the state’s long-term vision of ‘Viksit Odisha 2036’.

Focus on Investment and Industrial Growth

While presenting the budget, the state’s Industries Minister highlighted the crucial role of the department in driving Odisha’s economic progress. The government aims to strengthen investment promotion, improve industrial infrastructure, and implement progressive policy frameworks to make Odisha an attractive destination for investors.

In the past year, Odisha expanded its investment outreach through major industry platforms such as Utkarsh Odisha – Make in Odisha Conclave 2025, Odisha-Tex 2025, the Odisha Pharma Summit, and Enterprise Odisha held in Rourkela.

Major Investment Proposals and Employment Opportunities

The state’s industrial momentum has gained significant traction. In 2025, the government inaugurated and grounded 80 industrial projects with a combined investment of over ₹1.78 lakh crore, generating employment opportunities for more than 1.43 lakh people.

During the Utkarsh Odisha – Make in Odisha Conclave 2025, the state received 593 investment proposals worth ₹16.73 lakh crore, with the potential to create nearly 12.88 lakh jobs across 20 sectors.

Since June 2024, the State Level Single Window Clearance Authority (SLSWCA) and High-Level Clearance Authority (HLCA) have approved 392 projects involving investments of ₹8.15 lakh crore, expected to generate over 5.05 lakh jobs.

Key Budget Allocations for Industrial Infrastructure

The government has proposed ₹1,200 crore under programme expenditure and ₹7.29 crore for establishment and operational costs in FY 2026–27.

Key allocations include:

₹243 crore for industrial workers’ hostels under SIDBI Cluster Development Programme and Deen Dayal Karmachari Niwas
₹160 crore for the Industrial Infrastructure Maintenance Fund (IIMF)
₹150 crore for the Industrial Infrastructure Development Fund (IIDF) to support external infrastructure such as pipelines and power supply

Additionally, ₹125 crore has been allocated for the Make in Odisha initiative and ₹101.72 crore for the Land Bank scheme to ensure ready-to-use land for industries.

Sector-Specific Development Initiatives

The budget also emphasizes sector-focused development. Key provisions include ₹90 crore for expansion of the Aluminium Park in Angul, ₹40 crore for the Industrial Corridor project, and ₹45 crore for redevelopment of Kalinga Studio and support to the Odisha Film Development Corporation.

Other allocations include ₹22 crore for textile parks, ₹20 crore for Mega Food Parks, and ₹15 crore for the Plastic Park at Paradip.

Strengthening Odisha’s Industrial Ecosystem

New initiatives include the development of the Odisha Rare Earth Mineral Corridor and industrial townships near major industrial clusters. The government also plans to strengthen investment facilitation through District Investment Promotion Agencies across all districts.

Officials said these initiatives will help build a robust, investor-friendly industrial ecosystem while ensuring sustainable economic growth and employment generation in line with the vision of ‘Viksit Odisha 2036’.

The two-day Odisha Investors’ Meet organised by the Odisha government concluded successfully in Hyderabad, drawing strong interest from leading industrial houses and reaffirming growing investor confidence in the state. The summit was attended by Chief Minister Mohan Charan Majhi, Industries Minister Sampad Swain, and a senior state government delegation.

Addressing investors, Chief Minister Mohan Charan Majhi said the enthusiastic response on the very first day reflected the rising trust of the industry in Odisha’s governance, policy stability, and industrial ecosystem. The Industries Minister noted that the meet would significantly boost Odisha’s investment potential and employment generation.

Strong Response on Day One

On the first day, the meet witnessed an overwhelming response from the industrial sector, with investment proposals worth ₹38,700 crore, which are expected to generate over 20,200 employment opportunities across the state. Discussions focused on priority sectors such as pharmaceuticals, medical devices, green energy, textiles, food processing, engineering goods, automotive components, and capital equipment manufacturing.

Chief Minister Majhi held one-to-one meetings with senior leadership of leading companies to explore new investment opportunities and expansion of industrial presence in Odisha.

A total of 15 Government-to-Business (G2B) meetings were held during the summit. Major participating companies included Indorama Industries Limited, Jindal Poly Films (rare earth processing), ABI Soatek Private Limited (defence manufacturing), and Maruti Group (metals and downstream industries), among others.

During these interactions, investment intentions worth approximately ₹19,500 crore were received, with the potential to create around 7,500 jobs.

To further strengthen partnerships, the Odisha government signed seven Memorandums of Understanding (MoUs) on the second day, involving investments of ₹19,200 crore and creating nearly 12,700 employment opportunities.

Night Shifts for Women, Model Schools Galore: Odisha’s Game-Changing Reforms Unveiled

In a bid to attract new investments and stimulate industrial growth, the Odisha government has approved significant amendments to its labour laws. The decisions were taken during the State Cabinet meeting chaired by Chief Minister Mohan Charan Majhi at Lok Seva Bhawan on Monday. The reforms aim to enhance factory production and increase workers’ income through extended overtime provisions.

Labour Law Reforms: Longer Hours and Better Pay

The amendments to the Odisha Shops and Commercial Establishments Act, 1956, and the Factories Act, 1948, bring several major changes:

Compulsory Odia Signboards: All establishments with 20 or more employees must display signboards in Odia.
Extended Working Hours: Daily working hours have been raised from 9 to 10, with quarterly overtime limits increased from 115 to 144 hours.
Double Wages for Overtime: Employees working beyond 10 hours a day or 48 hours a week will receive double wages for the extra time.
Round-the-Clock Operations: Establishments can now operate 24×7 throughout the year.
Conditional 12-Hour Shifts: The government may extend daily working hours to 12, provided mandatory breaks and safety conditions are met.
Night Shifts for Women: The earlier prohibition has been lifted, subject to women’s written consent and strict adherence to safety measures.

Godabarish Adarsh Vidyalaya Yojana: ₹12,000 Crore for Education

The Cabinet also cleared the Godabarish Adarsh Vidyalaya Yojana, with a budgetary allocation of ₹12,000 crore for the establishment of 2,200 model schools at the gram panchayat level. The project, to be implemented over three years (2025-26 to 2027-28), allocates ₹5 crore per school. These schools aim to strengthen rural education infrastructure and provide quality learning opportunities.

Maa Tarini Peeth Development: Transforming into a Tourist Hub

Another major decision was the approval of ₹226 crore for the transformation of Maa Tarini Peeth at Ghatagaon into a premier tourist destination. The contract, valued at ₹146 crore (excluding GST), has been awarded to Dillip Construction Pvt Ltd for peripheral development across a 59.206-acre area.

Key features of the project include:

Yatri Niwas with 216 beds
Food Plaza for visitors
Watchtower and other peripheral facilities

The project is expected to be completed within 24 months, boosting tourism and local employment.

Chief Minister Majhi and Chief Secretary Manoj Ahuja stated that these initiatives reflect the government’s commitment to job creation, educational advancement, and cultural tourism development.
