<p data-start="965" data-end="1340">Odisha has marked a significant milestone in its industrial journey with the launch and inauguration of 36 industrial projects worth ₹40,811 crore. Chief Minister Mohan Charan Majhi, addressing a major event held at Bhuiyanpur in Begunia block of Khordha district, emphasized the state’s firm commitment to industrial growth and timely implementation of development projects.</p>
<p data-start="1342" data-end="1821">Out of the 36 projects, foundation stones were laid for 25, while 11 projects were inaugurated. These initiatives are expected to generate more than 59,000 employment opportunities, providing a major boost to the state’s economy and job market. The projects span across key sectors including green energy equipment, metallurgy and downstream industries, textiles and apparel, plastics, tourism, agriculture and food processing, defense manufacturing, IT, automobiles, and cement.</p>
<p data-start="1823" data-end="2148">Chief Minister Majhi stated that Odisha is no longer just a state of potential but is now experiencing tangible progress and prosperity. He highlighted that the state is entering a new phase of industrial expansion, often referred to as the “second industrial revolution” in Odisha, with 2025 marking a significant beginning.</p>
<p data-start="2150" data-end="2470">The Chief Minister also pointed out that over the past 18–20 months, the government has initiated projects worth approximately ₹2.5 lakh crore, resulting in the creation of around 1.76 lakh jobs. He reiterated the government’s commitment to transforming Odisha from a promise-driven state into one that delivers results.</p>
<p data-start="2472" data-end="2794">Majhi stressed that the upcoming years will be crucial for Odisha, as the state aims to become a fully developed and prosperous region by 2036. He also noted that the state’s economy is strengthening through infrastructure investment, with over ₹72,000 crore allocated in the current budget for infrastructure development.</p>
<p data-start="2796" data-end="3087">The event also included a roundtable meeting with industrialists from across India and a project exhibition showcasing industrial developments. Industry Minister Sampad Chandra Swain emphasized the government’s dedication to building a diverse, stable, and future-ready industrial ecosystem.</p>

<h3 data-section-id="1bd6tc7" data-start="1116" data-end="1175">Major Investment Proposals and Employment Opportunities</h3>
<p data-start="1177" data-end="1446">The state’s industrial momentum has gained significant traction. In 2025, the government inaugurated and grounded <strong data-start="1291" data-end="1317">80 industrial projects</strong> with a combined investment of over <strong data-start="1353" data-end="1373">₹1.78 lakh crore</strong>, generating employment opportunities for more than <strong data-start="1425" data-end="1445">1.43 lakh people</strong>.</p>
<p data-start="1448" data-end="1653">During the <strong data-start="1459" data-end="1500"><span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Utkarsh Odisha – Make in Odisha Conclave 2025</span></span></strong>, the state received <strong data-start="1521" data-end="1549">593 investment proposals</strong> worth <strong data-start="1556" data-end="1577">₹16.73 lakh crore</strong>, with the potential to create nearly <strong data-start="1615" data-end="1634">12.88 lakh jobs</strong> across 20 sectors.</p>
<p data-start="1655" data-end="1904">Since June 2024, the <strong data-start="1676" data-end="1734">State Level Single Window Clearance Authority (SLSWCA)</strong> and <strong data-start="1739" data-end="1780">High-Level Clearance Authority (HLCA)</strong> have approved <strong data-start="1795" data-end="1811">392 projects</strong> involving investments of <strong data-start="1837" data-end="1857">₹8.15 lakh crore</strong>, expected to generate over <strong data-start="1885" data-end="1903">5.05 lakh jobs</strong>.</p>
<h3 data-section-id="19m92gc" data-start="1911" data-end="1967">Key Budget Allocations for Industrial Infrastructure</h3>
<p data-start="1969" data-end="2116">The government has proposed <strong data-start="1997" data-end="2013">₹1,200 crore</strong> under programme expenditure and <strong data-start="2046" data-end="2061">₹7.29 crore</strong> for establishment and operational costs in FY 2026–27.</p>

<p data-start="2493" data-end="2665">Additionally, <strong data-start="2507" data-end="2521">₹125 crore</strong> has been allocated for the Make in Odisha initiative and <strong data-start="2579" data-end="2596">₹101.72 crore</strong> for the Land Bank scheme to ensure ready-to-use land for industries.</p>
<h3 data-section-id="1xo4vmz" data-start="2672" data-end="2715">Sector-Specific Development Initiatives</h3>
<p data-start="2717" data-end="3015">The budget also emphasizes sector-focused development. Key provisions include <strong data-start="2795" data-end="2808">₹90 crore</strong> for expansion of the Aluminium Park in Angul, <strong data-start="2855" data-end="2868">₹40 crore</strong> for the Industrial Corridor project, and <strong data-start="2910" data-end="2923">₹45 crore</strong> for redevelopment of Kalinga Studio and support to the Odisha Film Development Corporation.</p>

This marks the <strong data-start="428" data-end="497">first-ever project financing by NABARD to any state PSU in Odisha</strong>.</p>
<h2 data-start="507" data-end="554">₹1,685 Crore Loan for Power Infrastructure</h2>
<p data-start="556" data-end="894">Under the Long-Term Loan Agreement, NABARD has sanctioned a loan of <strong data-start="624" data-end="643">₹1,685.27 crore</strong> to OPTCL at a competitive interest rate of <strong data-start="687" data-end="706">7.75% per annum</strong>. Of this, <strong data-start="717" data-end="767">₹900 crore will fund new transmission projects</strong>, while the remaining funds will be used to <strong data-start="811" data-end="844">swap existing high-cost loans</strong>, enhancing the financial efficiency of the PSU.</p>

<p data-start="947" data-end="1267">This strategic initiative is expected to ensure a <strong data-start="997" data-end="1034">reliable and quality power supply</strong> for both upcoming industries and consumers across the state. The decisions were taken during the State Cabinet meeting chaired by Chief Minister Mohan Charan Majhi at Lok Seva Bhawan on Monday. The reforms aim to enhance factory production and increase workers’ income through extended overtime provisions.</p>
<h2 data-start="586" data-end="638">Labour Law Reforms: Longer Hours and Better Pay</h2>
<p data-start="640" data-end="783">The amendments to the <strong data-start="662" data-end="718">Odisha Shops and Commercial Establishments Act, 1956</strong>, and the <strong data-start="728" data-end="751">Factories Act, 1948</strong>, bring several major changes:</p>

<p data-start="901" data-end="1045"><strong data-start="901" data-end="927">Extended Working Hours</strong>: Daily working hours have been raised from 9 to 10, with quarterly overtime limits increased from 115 to 144 hours.</p>

<p data-start="1048" data-end="1185"><strong data-start="1048" data-end="1077">Double Wages for Overtime</strong>: Employees working beyond 10 hours a day or 48 hours a week will receive double wages for the extra time.</p>

<p data-start="1188" data-end="1278"><strong data-start="1188" data-end="1218">Round-the-Clock Operations</strong>: Establishments can now operate 24&#215;7 throughout the year.</p>
</li>

<p data-start="1281" data-end="1424"><strong data-start="1281" data-end="1311">Conditional 12-Hour Shifts</strong>: The government may extend daily working hours to 12, provided mandatory breaks and safety conditions are met.</p>
</li>

<p data-start="1427" data-end="1573"><strong data-start="1427" data-end="1453">Night Shifts for Women</strong>: The earlier prohibition has been lifted, subject to women’s written consent and strict adherence to safety measures.</p>

<h2 data-start="1580" data-end="1648">Godabarish Adarsh Vidyalaya Yojana: ₹12,000 Crore for Education</h2>
<p data-start="1650" data-end="2059">The Cabinet also cleared the <strong data-start="1679" data-end="1717">Godabarish Adarsh Vidyalaya Yojana</strong>, with a budgetary allocation of <strong data-start="1750" data-end="1767">₹12,000 crore</strong> for the establishment of <strong data-start="1793" data-end="1816">2,200 model schools</strong> at the gram panchayat level. The project, to be implemented over three years (2025-26 to 2027-28), allocates <strong data-start="1926" data-end="1949">₹5 crore per school</strong>. These schools aim to strengthen rural education infrastructure and provide quality learning opportunities.</p>
<h2 data-start="2066" data-end="2132">Maa Tarini Peeth Development: Transforming into a Tourist Hub</h2>
<p data-start="2134" data-end="2455">Another major decision was the approval of <strong data-start="2177" data-end="2191">₹226 crore</strong> for the transformation of <strong data-start="2218" data-end="2251">Maa Tarini Peeth at Ghatagaon</strong> into a premier tourist destination. The contract, valued at <strong data-start="2312" data-end="2342">₹146 crore (excluding GST)</strong>, has been awarded to <strong data-start="2364" data-end="2395">Dillip Construction Pvt Ltd</strong> for peripheral development across a <strong data-start="2432" data-end="2447">59.206-acre</strong> area.</p>
