A flurry of high-level political meetings on 21 July has triggered intense speculation over the political and administrative direction of Odisha, particularly regarding a possible cabinet expansion and growing concerns over law and order under the BJP-led government.

At around 4:45 p.m., Chief Minister Mohan Charan Majhi paid a visit to Governor Haribabu Kambhampati at Raj Bhavan. In a surprising move, nearly three hours later, the Governor made a rare visit to the residence of Law Minister Prithviraj Harichandan — a breach of conventional protocol — further fueling conjecture.

Law and Order on the Table, But CM’s Office Remains Silent

Sources indicate that CM Majhi provided a detailed briefing on the state’s law-and-order situation, which has recently drawn flak both from opposition parties and at the national level. While the CM’s office described the meeting as a courtesy call, it declined to release any further details.

Since the BJP formed its government in Odisha 13 months ago, several controversial incidents have occurred, raising concerns over the government’s ability to maintain public safety. These developments are believed to have necessitated a high-level review.

Governor’s Visit to Law Minister Sparks Protocol Concerns

The Governor’s unscheduled visit to Law Minister Harichandan’s official residence has led to questions about administrative norms and propriety. Typically, the Governor issues a formal summon to a minister to visit Raj Bhavan. However, Harichandan described the conversation as “personal,” focusing on the Law Department’s performance and its alignment with Prime Minister Narendra Modi’s governance priorities.

He denied discussing political matters, stating the intent was to enhance departmental efficiency, yet the unusual setting of the meeting has only deepened speculation.

Cabinet Expansion Rumours Gain Momentum

Adding fuel to the fire is speculation over a possible cabinet reshuffle following the recent appointment of Manmohan Samal as the state BJP president. Reports suggest that Majhi may have discussed new ministerial appointments with the Governor, potentially paving the way for a swearing-in ceremony by Friday, alongside appointments to state boards and commissions.

However, some BJP insiders dismissed any such plans, stating that key decisions are made in Delhi and that no official “green signal” has been given regarding names or timing.

Social Media Buzzes Amid Lack of Clarity

The absence of any official communication has led to a flood of speculation, especially on platforms like X (formerly Twitter). While some users see the meetings as preparation for a cabinet reshuffle, others believe they were aimed at tackling the law and order crisis.

The lack of clarity reflects the centralised nature of decision-making within the BJP, leaving the state apparatus and the public to navigate through rumors and half-truths.

Coordination or Turning Point? Days Ahead Will Tell

At this stage, it remains uncertain whether the recent flurry of meetings represents routine government coordination or signals major political changes. With Odisha grappling with administrative challenges and internal party dynamics, the coming days will reveal whether the state is heading toward a cabinet shake-up or simply recalibrating its governance strategy in response to mounting pressure.

Until then, political circles and the public alike are left watching and waiting.

Horrific Attack in Nimapada Sparks Public Outcry

A 15-year-old girl who sustained critical burn injuries after being set on fire by three unidentified youths in Puri’s Balanga area has given a confidential statement to district authorities from her hospital bed at AIIMS Bhubaneswar. The incident, described by her mother as a “targeted abduction and attempted murder,” has drawn widespread condemnation and protests across the state.

Brutal Assault Along Bhargavi River

The incident occurred around 8:30 AM on Saturday in Bayabar village under the jurisdiction of Balanga police station in Nimapada tehsil. The Class 9 student was on her way to her grandfather’s house when three men on motorcycles intercepted her on a deserted stretch along the Bhargavi River, 1.5 km from her residence in Nuagopalpur Bustee.

As per the First Information Report (FIR) lodged by the victim’s mother, the assailants forcefully abducted her daughter, dragged her to the riverside, doused her with kerosene, and set her on fire. Locals who heard the girl’s screams rushed to the scene, extinguished the flames, and took her to the Pipili Community Health Centre. Due to the severity of her injuries, she was transferred to the Burns Unit at AIIMS Bhubaneswar.

Victim’s Condition Critical, Statement Recorded Under BNSS

The girl, who has sustained 70% burns on her torso, abdomen, and back, is being treated in intensive care by a 14-member medical team led by Dr. Sanjay Giri. Experts including Professor Anupam De and Dr. Manoj Panigrahi are attending to her. Although she is conscious, doctors say her ability to speak is severely affected.

Despite her condition, the girl gave a confidential statement before a magistrate under Section 180 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). Authorities have not disclosed the content of the testimony due to the sensitive nature of the case and the ongoing investigation. Access to the Burns Unit has been heavily restricted to prevent infection risks.

FIR Terms Attack as Pre-Meditated Murder Attempt

According to the FIR, the victim’s mother believes her daughter was deliberately targeted and nearly murdered. She alleged that the attackers chased and cornered the girl, dragged her to the riverbank, and set her ablaze with clear intent to kill. “My daughter survived because of her presence of mind and courage,” she said, urging immediate arrests and strict punishment.

Balanga police have registered the case and formed a special investigative team, including forensic experts, to examine CCTV footage and other evidence such as the girl’s charred clothes. However, no arrests have been made so far, and the motive behind the attack remains unknown.

Women Congress Protest Erupts Outside Deputy CM’s House

The incident triggered massive protests in Bhubaneswar. Led by Women’s Congress President Minakshi Bahinipati, activists staged a demonstration outside the residence of Deputy Chief Minister Pravati Parida. Protesters threw tomatoes at the gate in a symbolic act of anger. Several demonstrators were detained by police, further heightening tensions.

Deputy CM Expresses Shock, Pledges Support

Deputy CM Parida, who also heads the Women and Child Development Department, expressed her shock in a post on X (formerly Twitter): “I am saddened and shocked to know that some miscreants poured petrol on a fifteen-year-old girl and burnt her in Balanga.” She assured that the government would bear all medical expenses and ordered police to arrest the culprits without delay.

Puri District Collector Chanchal Rana has pledged full legal and financial support to the victim’s family. Senior officials are closely monitoring the case as the investigation continues.

Wider Political Repercussions and Demand for Women Commissioner

The Balanga attack comes just weeks after a student self-immolated in Balasore on July 12, further intensifying concerns about the safety of women in Odisha. Former Chief Minister Naveen Patnaik denounced the Balanga incident on X, calling it a clear symptom of systemic governance failure.

Both the BJD and Congress have called upon the state government to urgently appoint a Women’s Commissioner, a position that has remained vacant for over a year. Political leaders argue that the absence of institutional accountability has weakened efforts to safeguard women.

Growing Demand for Systemic Reforms

With the teenage victim fighting for her life in intensive care and no breakthrough yet in the police investigation, the case has reignited debate over Odisha’s capacity to address gender-based violence. Civil society groups, opposition parties, and women’s rights activists are calling for urgent reforms and better law enforcement to restore faith in the state’s ability to protect its citizens—especially its women and children.

In a shocking incident that has ignited widespread outrage across Odisha, a 15-year-old Class 9 student was set on fire by three unidentified teenagers in Balanga village under Nimapada tehsil of Puri district. The attack occurred just before 8:30 a.m. on Saturday, near a deserted stretch along the Bhargavi River, approximately 1.5 km from the girl’s home in Nuagopalpur Bustee.

According to police reports, the girl was on her way to a friend’s house when three assailants on motorcycles intercepted her. They allegedly dragged her to the riverbank, doused her with what is suspected to be petrol, and set her ablaze before fleeing. Locals, alerted by her screams, rushed to rescue her, extinguished the flames, and transported her to Pipili Community Health Centre. She was later shifted to the Burns Unit at AIIMS Bhubaneswar due to the severity of her injuries.

Victim in Critical Condition at AIIMS Bhubaneswar

The adolescent sustained 70% burn injuries on her torso, abdomen, and back and remains in critical condition. A 14-member medical team, led by Dr. Sanjay Giri and including specialists like Prof. Anupam Dey and Dr. Manoj Panigrahi, is overseeing her treatment. Though conscious, she is unable to speak clearly due to the trauma.

To ensure a sterile environment and prevent infections, the AIIMS Burns Unit has been sealed off from public access, and the area has been placed under strict police security. Hospital authorities have put up barricades and notices urging the public to avoid crowding near the ward.

Women’s Congress Protests at Deputy CM’s Residence

The attack has sparked furious protests, particularly from the Odisha unit of the Women’s Congress. Led by state president Minakshi Bahinipati, party workers demonstrated outside the residence of Deputy Chief Minister Pravati Parida in Bhubaneswar, hurling tomatoes as a symbolic protest against the government’s failure to prevent such crimes.

Police detained several Congress activists, escalating tensions in the capital. Odisha Congress president Srikant Jena condemned the BJP-led state government, stating, “Crimes against women happen every day. The government remains apathetic. We need laws that strike fear into criminals.”

Government Response and Ongoing Investigation

Deputy CM Pravati Parida, who also heads the Women and Child Development Department, expressed her anguish in a post on X, formerly Twitter: “I am saddened and shocked to hear that miscreants poured petrol on a fifteen-year-old girl and set her on fire in Balanga.” She assured the public that the state would bear all medical expenses and urged the police to swiftly arrest the culprits.

Puri SP Pinak Mishra has constituted a special investigation team comprising forensic experts and is examining CCTV footage and material evidence, including the victim’s charred clothes. No arrests have been made so far, and the motive remains unclear. Police officials confirmed there is no indication of any personal enmity.

District Administration Pledges Support

Puri District Collector Chanchal Rana has promised full legal and financial assistance to the victim’s family. “Senior officials are monitoring the case closely,” he stated. The victim’s father told media that he had no knowledge of the attackers. “We have no personal enemies. I just pray for my daughter’s recovery and urge the government to act decisively.”

Pattern of Violence Raises Alarm

This horrific case follows closely on the heels of the July 12 self-immolation of a college student in Balasore, drawing further attention to the growing crisis of violence against women in Odisha. Former Chief Minister Naveen Patnaik took to X to denounce the attack, calling it a “systemic failure of governance.”

Demand for Institutional Reform and Women’s Safety Post

Both the BJD and the Congress have renewed calls for the state to appoint a dedicated official for women’s affairs—a post that has remained vacant for over a year. The demand comes amid increasing pressure on the government to implement urgent institutional reforms to protect women and address Odisha’s deepening crisis of gender-based violence.
