<p class="isSelectedEnd">In a significant step towards strengthening policing and public service delivery in Odisha, President Droupadi Murmu on Friday formally inaugurated the newly created Rairangpur Police District in Mayurbhanj district.</p>
<p class="isSelectedEnd">The inauguration marks a major milestone in the state government&#8217;s efforts to make the police administration more efficient, people-centric and responsive to public needs.</p>
<h2>Dignitaries Attend the Inauguration Ceremony</h2>
<p class="isSelectedEnd">The event was attended by Odisha Governor Hari Babu Kambhampati, Chief Minister Mohan Charan Majhi, Mayurbhanj MP Naba Charan Majhi, Health and Family Welfare Minister Mukesh Mahaling, Forest, Environment and Climate Change Minister Ganesh Ram Singh Khuntia, Rairangpur MLA Jalen Naik, Karanjia MLA Padma Charan Haiburu and Saraskana MLA Bhadav Hansda, among others.</p>
<p class="isSelectedEnd">Several senior officials were also present, including Chief Secretary Anu Garg, Additional Chief Secretary (Home) Hemant Sharma, Director General of Police Yogesh Bahadur Khurania, Crime Branch DGP Vinaytosh Mishra, Eastern Range DIG Pinak Mishra, Mayurbhanj SP Varun Guntupalli, Collector Hemakanta Say and Rairangpur SP Suresh Kumar Patra.</p>
<h2>Created Through Reorganisation of Mayurbhanj Police District</h2>
<p class="isSelectedEnd">The Odisha Government had reorganised the erstwhile Mayurbhanj Police District in August 2025 and created the Rairangpur Police District. With its formal inauguration, the district has now become fully operational.</p>
<p class="isSelectedEnd">The new police district comprises two police subdivisions and fourteen police stations, enabling faster and more accessible police services for residents.</p>
<h2>Improved Law and Order, Faster Police Response</h2>
<p class="isSelectedEnd">Officials said the creation of the Rairangpur Police District will strengthen law enforcement, improve crime control mechanisms and ensure quicker police response to emergencies. <p class="isSelectedEnd">Under the <strong>Annual Block Inspection Programme-2026</strong>, Director General of Police (DGP) Yogesh Bahadur Khurania has assigned 15 senior IPS officers, ranging from the DGP to Inspector General (IG) rank, to oversee and monitor police functioning in 17 districts across the state.</p>
<h2>Senior IPS Officers Assigned Key Districts</h2>
<p class="isSelectedEnd">Beginning in July, the designated officers will visit their respective districts to review law and order conditions, crime control measures and the performance of police stations. The initiative is intended to strengthen supervision and improve policing standards at the grassroots level.</p>
<p class="isSelectedEnd">According to the assignments, Crime Branch DGP Binaytosh Mishra will oversee Balasore and Bhadrak districts, while ADG Sanjib Panda has been entrusted with Koraput and Rayagada. Other senior officers, including Arun Bothra, Soumendra Kumar Priyadarshi and Sanjay Kumar, have been assigned districts such as Angul, Jagatsinghpur and Sambalpur respectively.</p>
<h2>Focus on Crime Control and Police Accountability</h2>
<p class="isSelectedEnd">The monitoring programme comes at a time when the state police has faced criticism over several incidents related to custodial deaths, law-and-order challenges and increasing criminal activities.</p>
<p class="isSelectedEnd">Officials believe that regular inspections and direct supervision by senior officers will help identify shortcomings in policing, improve coordination and ensure effective implementation of law enforcement measures.</p>

<p class="isSelectedEnd">The move has generated considerable discussion within police circles, particularly as DGP Khurania is set to retire in August. <p data-start="81" data-end="401">A two-member team from the <strong data-start="125" data-end="173"><span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">National Human Rights Commission</span></span> (NHRC)</strong> has arrived in Odisha to conduct a detailed investigation into the sensational murder case of GRP constable <strong data-start="282" data-end="323"><span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Soumyaranjan Swain</span></span></strong> in <strong data-start="327" data-end="368"><span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Balianta</span></span></strong> on the outskirts of Bhubaneswar.</p>
<p data-start="403" data-end="610">The NHRC investigation team, comprising officials Rajendra Singh and Avinash Kumar, reached Bhubaneswar on Monday and will remain in the city until June 5 to carry out an extensive inquiry into the incident.</p>
<h3 data-section-id="1l2evrr" data-start="612" data-end="650"><span role="text"><strong data-start="616" data-end="650">Five-Day Investigation Planned</strong></span></h3>
<p data-start="652" data-end="929">Following their arrival at <strong data-start="679" data-end="720"><span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Biju Patnaik International Airport</span></span></strong>, the officials proceeded to the State Guest House. During their five-day stay, the team is scheduled to visit the crime scene in <strong data-start="850" data-end="862">Balianta</strong> and gather information from all individuals connected to the case.</p>
<p data-start="931" data-end="1090">The investigators will examine the circumstances surrounding the death and collect evidence to prepare a comprehensive report for submission to the Commission.</p>
<h3 data-section-id="1vks5nk" data-start="1092" data-end="1144"><span role="text"><strong data-start="1096" data-end="1144">Police Officials, Witnesses to Be Questioned</strong></span></h3>
<p data-start="1146" data-end="1292">As part of the inquiry, the NHRC team will question police officers, administrative officials, eyewitnesses, and other persons linked to the case.</p>
<p data-start="1294" data-end="1483">The investigators are also expected to interact with Soumyaranjan Swain’s parents, family members, relatives, and other individuals who may have relevant information regarding the incident.</p>

<p data-start="170" data-end="372">The father of deceased youth Soumyaranjan Swain has expressed dissatisfaction over the ongoing Crime Branch investigation into the brutal Balianta murder case and demanded a CBI probe into the incident.</p>
<p data-start="374" data-end="626">Appealing to the Chief Minister, he alleged that more people were involved in the murder than those arrested so far. While police have arrested 13 accused in connection with the case, the family claims nearly 40 persons were involved in the mob attack.</p>
<p data-start="628" data-end="730">He further demanded life imprisonment or capital punishment for all those responsible for the killing.</p>
<h2 data-section-id="1eaep" data-start="732" data-end="768">Brutal Mob Assault Shocked Odisha</h2>
<p data-start="770" data-end="927">The horrific incident, which took place on May 7 in Balianta on the outskirts of Bhubaneswar, had sparked outrage across Odisha due to its extreme brutality.</p>
<p data-start="929" data-end="1170">Soumyaranjan Swain was allegedly tied up, tortured and beaten to death by a violent mob in the presence of police personnel. Reports stated that he was hung upside down with his hands and legs tied before being attacked with rods and sticks.</p>
<p data-start="1172" data-end="1257">His friend and gym trainer Omprakash Raut was also seriously injured in the incident.</p>
<p data-start="1259" data-end="1404">Ten days have now passed since the incident, and the deceased youth’s family continues to seek justice while mourning the loss of their only son.</p>
<h2 data-section-id="w1xxgg" data-start="1406" data-end="1458">Crime Branch Conducting Multi-Angle Investigation</h2>
<p data-start="1460" data-end="1685">Following public outrage, the Chief Minister had ordered a Crime Branch investigation into the case. The State Women’s Commission Chairperson Shobhana Mohanty also visited the spot and met the victim involved in the incident.</p>
<p data-start="1687" data-end="1786">The case has witnessed conflicting statements from the woman complainant and Soumyaranjan’s friend.</p>
<p data-start="1788" data-end="2034">The woman alleged that she was misbehaved with and that Soumya’s friend was threatening to abduct her. However, Soumyaranjan’s friend denied the allegations and claimed that neither harassment nor any attempt to assault the woman had taken place.</p>
<p data-start="2036" data-end="2127">Crime Branch officials are currently investigating all possible angles related to the case.</p>

<p data-start="148" data-end="394">Following the shocking mob lynching incident in <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Balianta</span></span>, the police administration has taken strict departmental action against several personnel over alleged negligence in duty and failure to maintain law and order.</p>
<p data-start="396" data-end="683">As part of the action, Balianta Police Station Inspector-in-Charge <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Anil Parida</span></span> has been transferred to the Bhubaneswar police headquarters. Along with him, one Sub-Inspector, one Assistant Sub-Inspector, one OAPF personnel and one constable have been suspended.</p>
<p data-start="685" data-end="780">Additionally, two home guards have also been removed from duty in connection with the incident.</p>
<p data-start="782" data-end="1031">Police officials stated that the action was taken considering the seriousness of the case and alleged lapses during the violence. Tension continues to prevail in the area, prompting authorities to increase security and maintain heightened vigilance.</p>
<h2 data-section-id="aoz7xh" data-start="1033" data-end="1078">Crime Branch Begins Detailed Investigation</h2>
<p data-start="1080" data-end="1284">The investigation into the sensational killing has now been handed over to the Odisha Crime Branch. Two separate teams comprising around 10 officers have been formed to probe the incident from all angles.</p>
<p data-start="1286" data-end="1472">The Crime Branch team reached <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Balianta Police Station</span></span> at around 11:38 AM and collected all investigation records prepared by the local police since the day of the incident.</p>
<p data-start="1474" data-end="1598">Later in the afternoon, the Crime Branch officials visited the crime scene and conducted a detailed examination of the area.</p>
<h2 data-section-id="13m4swo" data-start="1600" data-end="1644">Police Personnel and Witnesses Questioned</h2>
<p data-start="1646" data-end="1821">The Crime Branch has reportedly questioned all police personnel who were present on duty during the incident, including PCR staff member <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Ram Chandra Behera</span></span>.</p>
<p data-start="1823" data-end="2007">Crime Branch SP <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Aniruddha Routaray</span></span> also inspected a nearby buffalo shed from where ropes and bamboo sticks were allegedly brought to tie up the victim, Soumyaranjan.</p>
<p data-start="2009" data-end="2145">Investigators are now trying to reconstruct the sequence of events and determine the exact circumstances that led to the brutal killing.</p>
<h2 data-section-id="74rp04" data-start="2147" data-end="2180">Accused May Be Taken on Remand</h2>
<p data-start="2182" data-end="2415">Sources said the Crime Branch may seek remand of the arrested accused persons for further interrogation. Investigators have also brought the victim girl’s uncle under the scanner and are expected to question him as part of the probe.</p>
<p data-start="2417" data-end="2559">Officials believe that his questioning could help uncover more details about the chain of events and the involvement of other accused persons.</p>
<p data-start="2561" data-end="2628">So far, police have arrested 11 people in connection with the case.</p>
<h2 data-section-id="x2yfo1" data-start="2630" data-end="2674">What Happened on the Day of the Incident?</h2>
<p data-start="2676" data-end="2830">The horrifying incident took place in broad daylight on the <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Ramchandrapur Bridge</span></span> near the capital city, sending shockwaves across Odisha.</p>
<p data-start="2832" data-end="3033">The victim, identified as <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Soumyaranjan Swain</span></span>, allegedly died after being brutally assaulted by a mob. His friend <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Om Prakash Rout</span></span> was also injured in the attack.</p>
<p data-start="3035" data-end="3263">According to initial allegations, Soumyaranjan and Om Prakash were travelling on a motorcycle when they reportedly overtook two young women. Soon after, allegations surfaced accusing them of attempting misconduct with the women.</p>
<p data-start="3265" data-end="3365">Local villagers who rushed to the spot allegedly assaulted the duo, leading to Soumyaranjan’s death.</p>
<h2 data-section-id="1jw0zpf" data-start="3367" data-end="3399">Family Alleges Planned Murder</h2>
<p data-start="3401" data-end="3542">However, the victim’s family has strongly denied the allegations and claimed that Soumyaranjan was deliberately murdered in a planned manner.</p>
<p data-start="3544" data-end="3724">Meanwhile, a friend of the deceased recently stated that the motorcycle lost balance after an argument during the ride, causing it to collide with the women’s scooter accidentally.</p>
<p data-start="3726" data-end="3877">The conflicting versions of events have raised serious questions, and the Crime Branch is now investigating to determine the truth behind the incident.</p>

Shukru carried a bounty of ₹55 lakh on his head. Security forces also recovered five sophisticated firearms from the surrendered group.</p>
