<p data-start="118" data-end="499">Amid growing concerns over the use of abusive and offensive language on social media and in public spaces, the Odisha State Law Commission has proposed the introduction of a new legislation to address the issue. The proposed law, titled the “Prevention of Hate Speech and Hate Crimes Act,” aims to curb the increasing trend of verbal abuse and promote responsible public discourse.</p>
<h3 data-section-id="1jd3efd" data-start="501" data-end="546">Proposal for ‘Right to Acknowledgement’</h3>
<p data-start="547" data-end="956">In addition to tackling hate speech, the Commission has also recommended introducing a “Right to Acknowledgement” law. Under this provision, government officials would be required to respond to public grievances within 15 days. Failure to do so could result in adverse remarks being recorded in the officer’s Confidential Character Roll (CCR), ensuring greater accountability and responsiveness in governance.</p>
<h3 data-section-id="cdif15" data-start="958" data-end="1012">Announcement at Law Commission Anniversary Event</h3>
<p data-start="1013" data-end="1282">The information was shared by Law Minister Prithviraj Harichandan during the first anniversary celebration of the Odisha State Law Commission. On this occasion, the Minister also unveiled the Commission’s Annual Report for 2025–26 and launched its new official website.</p>
<h3 data-section-id="1wlwe7k" data-start="1284" data-end="1336">Focus on Transparency and Public Participation</h3>
<p data-start="1337" data-end="1582">The newly launched website is expected to enhance transparency and encourage public participation in legal reforms. It will serve as a platform for citizens to engage with the law-making process and contribute to the modernization of state laws.</p>
<h3 data-section-id="1i1x13z" data-start="1584" data-end="1625">Reforms in Existing Legal Framework</h3>
<p data-start="1626" data-end="1928">The Minister highlighted that despite decades of independence, several outdated laws continue to exist. He noted that recent legal frameworks such as the Mediation Act, Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam are more aligned with present-day needs.</p>
<h3 data-section-id="1yjw4lb" data-start="1930" data-end="1979">Removal of Obsolete Laws and Key Amendments</h3>
<p data-start="1980" data-end="2239">Since its formation, the Odisha State Law Commission has recommended the repeal of 288 obsolete laws and proposed amendments to eight major legislations. These efforts are aimed at strengthening the legal system and ensuring it remains relevant and effective.</p>
<h3 data-section-id="1sj1wyj" data-start="2241" data-end="2289">Towards a Progressive and Developed Odisha</h3>
<p data-start="2290" data-end="2565">The proposed reforms are expected to bring significant improvements in the legal framework, contributing to the vision of a progressive and developed Odisha. Law Minister Harichandan emphasized that these steps will also help reinforce Odia identity and governance standards.</p>
<h3 data-section-id="iqa1xr" data-start="2567" data-end="2596">Key Dignitaries Present</h3>
<p data-start="2597" data-end="3008" data-is-last-node="" data-is-only-node="">During the event, Law Commission Chairman Justice Biswanath Rath spoke about the Commission’s formation, functioning, and achievements. Principal Secretary of the Law Department Pavitra Mohan Samal delivered the welcome address. Other members, including Surya Prasad Mishra, Sourachandra Mohapatra, Professor Lalit Kumar Deb, and Member Secretary Gangadhar Sethi, along with senior officials, were also present.</p>
