Political Equations Shift as Polls Near
With barely two months left for the 11th Odisha Rajya Sabha elections, the political temperature in the state has begun to rise sharply. While three of the four seats appear nearly settled, the fight for the fourth seat is shaping up to be a high-voltage contest that could redraw political alliances and turn long-time allies into rivals.

Behind closed doors, intense lobbying has already begun, with party strategists crunching numbers and exploring every possible combination. Speculation is rife over cross-voting, surprise tie-ups and backroom negotiations that could define the final outcome.

Three Seats Largely Certain

The first three Rajya Sabha seats are expected to fall into place without much difficulty. Based on current legislative strength, the Bharatiya Janata Party (BJP) is poised to secure two seats, while the Biju Janata Dal (BJD) is likely to win one.

The real intrigue lies in the remaining seat, where no party has the required 31 first-preference MLA votes needed for a straightforward victory.

Fourth Seat Becomes the Battleground

Post the likely allocation of the first three seats, the BJP is expected to be left with around 20 MLAs, while the BJD may have approximately 19 legislators backing its candidate—both well short of the winning mark.

The Congress, lacking sufficient numbers to win outright, has emerged as a potential kingmaker, keeping its options open as negotiations intensify across party lines.

Speculation Over Alliances and Cross-Voting

Political circles are abuzz with multiple scenarios. One key question is whether the “Ashwini Vaishnaw formula”—a reference to past cross-party support that helped the Union minister win a Rajya Sabha seat—could make a comeback if the BJD opts to back his re-nomination.

Another possibility being discussed is an unlikely BJD–Congress understanding aimed at blocking the BJP’s path. At the same time, speculation persists about a last-minute consolidation of votes under the guidance of BJD supremo Naveen Patnaik, though the threat of horse-trading looms large.

Insiders within the BJD maintain that the final decision rests solely with the party leadership, signalling that all options remain open until the last moment. The Congress, meanwhile, has adopted a cautious approach, indicating it will take a call based on how the political situation evolves.

As alternative bids and counter-bids gain momentum, the contest for the fourth Rajya Sabha seat has the potential to reshape Odisha’s political dynamics.
