Odisha Signs Landmark Green Energy Pact with Japanese Firms; ₹67,000 Crore Investment to Create 7,600 Jobs

Odisha has taken a major step towards becoming a global hub for green energy by signing a landmark Memorandum of Cooperation (MoC) with ACME Group and Japan’s IHI Corporation. The agreement is expected to bring investments worth ₹67,000 crore and generate around 7,600 employment opportunities through three large-scale green energy projects in Paradip and Gopalpur.

The agreement was signed in the presence of Chief Minister Mohan Charan Majhi during an interaction with a Japanese business delegation at the Lok Seva Bhawan Convention Centre in Bhubaneswar.

Addressing the gathering, the Chief Minister said Odisha’s next phase of industrial growth would be driven by technology, innovation, and the green economy. He reiterated the government’s vision of transforming Odisha into a “Global Green Hub” through advanced technologies and sustainable industrial development.

Under the agreement, the companies will collaborate with the state government to invest in clean energy and other industrial projects, facilitating technology transfer, environmentally sustainable industrialisation, and large-scale employment generation.

Three Major Green Energy Projects

The proposed investment includes three key projects:

A 0.4 MTPA Green Ammonia Plant at Gopalpur with an investment of ₹20,000 crore, expected to create 3,400 jobs. An additional ₹1,000 crore will be invested in developing a jetty-less floating terminal infrastructure.
A 0.8 MTPA Green Ammonia Plant at Paradip with an investment of ₹34,000 crore, generating around 3,600 employment opportunities.
A 0.1 MTPA Green Methanol Plant at Paradip, involving an investment of ₹12,000 crore and creating approximately 600 jobs.

Odisha’s Green Hydrogen Vision

The Chief Minister highlighted Odisha’s ambitious plan to establish one of India’s largest green hydrogen ecosystems. He said the state has already approved 12 major Green Hydrogen and Green Ammonia projects, attracting investments exceeding ₹2 lakh crore and creating more than 36,000 jobs.

He further stated that two green industrial corridors are being developed around Paradip, Kendrapara, and Gopalpur, which are expected to position Odisha as a global leader in green steel production.

Majhi also noted that following a recent USD 11 billion investment agreement with Middle Eastern investors, the new partnership with Japanese companies marks another significant milestone in Odisha’s industrial growth journey.

Japanese Companies Express Confidence

Senior representatives of IHI Corporation, Mitsubishi Gas Chemical Company, and ACME Group praised Odisha’s investor-friendly policies and its commitment to clean energy.

Hiroshi Ide, President and CEO of IHI Corporation, commended the state’s green energy policy and said Odisha offers an ideal environment for large-scale investment in sustainable energy.

Representatives of Mitsubishi Gas Chemical expressed interest in collaborating with the state in the fields of green chemicals and sustainable fuels.

ACME Group Chairman and Managing Director Manoj Kumar Upadhyay described Odisha as one of the most attractive destinations for green energy investments, citing its favourable industrial ecosystem and strategic location, which would facilitate exports of green energy products to Japan.

Focus on Inclusive Industrial Growth

The Chief Minister said Odisha has approved industrial projects worth over ₹10 lakh crore during the past one-and-a-half years following the Utkarsh Odisha initiative. He added that industries are being promoted across 29 districts, with the government aiming to ensure inclusive industrialisation and balanced regional development.

The programme was attended by Industries Minister Sampad Chandra Swain, Chief Secretary Anu Garg, senior officials of the Odisha government, representatives of Japanese industries, and delegates from the World Bank, International Finance Corporation (IFC), and the Asian Development Bank (ADB).

Today, the Consul General of Australia, Bernad Lynch, paid a courtesy call on Deputy Chief Minister and Minister of Agriculture and Farmers’ Empowerment & Energy, Shri Kanak Vardhan Singh Deo, at Lok Seva Bhavan. The discussion focused on Odisha’s growing achievements in agriculture and energy, and potential avenues for collaboration between Australia and the state.

Odisha Surpasses National Growth in Agriculture

Consul General Lynch appreciated the remarkable progress made by Odisha in the agricultural sector, noting that the state has surpassed the national average growth rate. Deputy Chief Minister Shri Singh Deo highlighted that Odisha’s agriculture sector is achieving bumper production, which is directly contributing to increasing farmers’ income. He emphasized that ongoing initiatives are aimed at sustaining this growth while ensuring efficient utilization of natural resources.

During the meeting, Shri Lynch lauded Odisha’s efforts in strengthening its power sector through the adoption of advanced technologies. The initiatives have enhanced the state’s power generation and transmission capacity, ensuring a sustainable and secure energy future. Shri Singh Deo further elaborated on Odisha’s renewable energy projects and policy frameworks that promote clean energy production, aiming to leverage the state’s natural resources while fostering a low-carbon economy.

Promoting Australia-India-Odisha Cooperation

The discussion highlighted the importance of strategic cooperation in energy and technology between Australia and Odisha. Both sides agreed that these collaborations will contribute to the state’s vision of “Viksit Odisha” while supporting the broader goal of “Viksit Bharat.” The Deputy Chief Minister emphasized that knowledge sharing, technical partnerships, and investment in renewable energy and agricultural technology will strengthen bilateral relations and benefit local communities.

Major Step Toward Renewable Integration

In a major boost to Odisha’s renewable energy (RE) mission, GRIDCO today signed two RE banking agreements — with M/s ReNew E-Fuels Private Limited for 50 MW and M/s UltraTech Cement Ltd for 6.25 MW. The signing ceremony took place in the presence of Hon’ble Deputy Chief Minister and Minister of Energy Shri Kanak Vardhan Singh Deo, reaffirming the state’s commitment to advancing RE adoption and strengthening the Green Hydrogen and Green Ammonia ecosystem.

Odisha Reinforcing Its Green Leadership

Speaking on the occasion, Deputy Chief Minister Shri Kanak Vardhan Singh Deo highlighted that the agreement reinforces Odisha’s leadership and commitment to sustainable industrial growth. “Odisha is driving industrial development backed by robust green policies, strong infrastructure, and strategic seaports to meet the growing industrial demand,” he said.

He further informed that the state has so far approved 14 Green Hydrogen and Green Ammonia projects, involving a proposed investment of around ₹2 lakh crore. These projects are projected to create employment opportunities for nearly 22,000 people, marking a transformative shift toward a greener and more resilient economy.

RE Banking: A Solution for Energy Intermittency

Explaining the significance of the RE banking mechanism, Principal Secretary (Energy) Shri Vishal Dev stated that renewable energy sources like solar and wind are intermittent and weather-dependent. “RE Banking enables consumers to store surplus energy generated during high-output periods and withdraw it during low-generation times, ensuring stability and reliability of supply,” he said.

This innovative energy management system allows industries to effectively utilize renewable energy without compromising operational efficiency, paving the way for consistent and sustainable industrial growth.

Progressive Policy Framework Underpinning Growth

Odisha’s renewable energy expansion is guided by the Odisha Renewable Energy Policy, 2022, and OERC (Promotion of Renewable Energy through Green Energy Open Access) Regulations, 2023. These frameworks aim to promote green energy generation, enable open access, and support the production of Green Hydrogen and Green Ammonia.

The policy provides a wide range of incentives and opportunities for investors and industries to set up renewable energy projects in the state, ensuring both environmental sustainability and economic progress.

Strong Institutional Presence

The event was attended by Shri Satyapriya Rath, Managing Director, GRIDCO, representatives from ReNew E-Fuels Private Limited and UltraTech Cement Limited, and senior officers from the Energy Department and GRIDCO.

The agreements mark another milestone in Odisha’s journey toward becoming a national leader in renewable energy transition and green industrialization, laying the foundation for a cleaner, self-reliant, and prosperous future.
