Odisha is tightening vehicle document enforcement through its e-Detection system. Vehicles found without valid PUCC or insurance can now be identified digitally using toll plaza and VAHAN database records, with e-challans issued as per applicable rules.

Vehicle owners in Odisha may now face penalties if they take their vehicles on the road without a valid Pollution Under Control Certificate (PUCC) or motor insurance. The Transport Department has directed authorities to issue e-challans against vehicles detected without the mandatory documents through the state’s e-Detection system.

The e-Detection system in Odisha has been integrated with toll plaza data and the VAHAN database. Through this digital mechanism, vehicle details recorded at toll plazas can be matched with information available in the VAHAN database to verify whether the required documents of a vehicle are valid.

According to the department’s directions, if a vehicle is detected through the e-Detection system without a valid PUCC or insurance, an e-challan will be issued against the vehicle as per the applicable rules.

The system is expected to reduce the need for manually stopping and checking every vehicle on the road. Instead, digital records generated at toll plazas can be used to identify vehicles whose mandatory documents have expired or are otherwise invalid.

The integration of toll plaza data with the VAHAN database is aimed at strengthening enforcement of motor vehicle regulations and improving monitoring of document compliance. Once a vehicle is identified, its registration details can be checked against the available records, and further action can be initiated if the required documents are found to be invalid.

The move is part of the Transport Department’s efforts to make enforcement more technology-driven and efficient. Vehicle owners have therefore been advised to ensure that their PUCC and insurance documents remain valid before taking their vehicles on the road.

With the expanded use of e-Detection, vehicle owners could increasingly face automated enforcement if their mandatory documents are not up to date.
