Odisha’s flagship women’s empowerment initiative, Mission Shakti, is set to undergo a major transformation. The program will soon introduce new uniforms, official ID cards, and smartphones for its members, aiming to boost pride, digital access, and efficiency for Self-Help Group (SHG) women across the state.

New Uniforms Celebrate Odia Pride

Deputy Chief Minister Pravati Parida announced that the new uniforms will be launched on April 1, coinciding with Utkal Divas.

  • The uniforms are designed with input from local artisans.

  • They aim to reflect “Odia Asmita” (Odia pride) and provide a distinct identity to SHG women.

  • This marks a shift from the traditional cream saree with green border or pink-and-blue combinations that members have worn for years.

Digital Empowerment: Smartphones for Community Resource Persons

A significant part of the upgrade involves providing around 46,000 Community Resource Persons with smartphones.

Good news for women beneficiaries under the Subhadra Scheme as the state government has announced that the next installment of funds will be credited by January 18, 2026. The announcement was made by Deputy Chief Minister Prabhati Parida, who provided updates on the scheme’s progress and inclusion of new beneficiaries.

Over 4.57 Lakh Women Already Enrolled

According to the Deputy Chief Minister, a total of 4,57,681 women have participated in the Subhadra Scheme so far. Out of these, 1,78,398 women have been newly enrolled and will receive their first installment under the scheme. This initiative aims to provide financial assistance directly to women, ensuring their empowerment and support.

Inclusion of Pending Beneficiaries

Additionally, 2,55,265 women who were previously left out after the first and second installments have now been included in the scheme. These beneficiaries will receive two installments at once, providing them with timely and consolidated financial support.

Addressing Complaints

The Deputy Chief Minister also informed that following the review of complaints, 24,018 eligible women have been successfully added to the Subhadra Scheme. This step reflects the government’s commitment to transparency, inclusivity, and ensuring no eligible beneficiary is left out.

Mission Shakti Boosts Women Entrepreneurs
Women empowerment is a key component of building a developed Odisha. To strengthen the economic growth of women, the state government has implemented an interest refund scheme on bank loans. This initiative not only reinforces the foundation of self-help groups (SHGs) but also creates greater market opportunities, encouraging women entrepreneurs to thrive.

Deputy Chief Minister Leads the Program
Today, at a program organized at Mission Shakti Bhavan titled “Interest Refund for Self-Help Groups”, Honorable Deputy Chief Minister Smt. Prabhat Parida participated. She emphasized the government’s commitment to empowering women through livelihood-oriented economic models, ensuring financial independence and growth.

Bank Loans Play a Key Role
Bank loans play a crucial role in enhancing the livelihoods and entrepreneurial mindset of SHG members. To reduce the burden of interest repayment, the Odisha government has increased the bank loan amount for SHGs and reduced the annual interest rate to zero percent for loans up to ₹10 lakh. The refunded interest is directly credited to the bank accounts of the SHGs.

Massive Interest Refund Distributed
In a significant step, Deputy Chief Minister Smt. Parida refunded interest amounting to ₹117.12 crore to 2,24,884 self-help groups. The Odisha government is set to roll out the ‘Ama Su Vahak’ scheme, a transformative initiative aimed at increasing women’s financial independence. The programme shifts the focus of the traditional Su Vahak project from merely providing vehicles to empowering women as entrepreneurs. Under this scheme, women can avail loans up to Rs 10 lakh at zero interest to purchase cars, enabling them to start their own transport businesses.

Gradual Rollout and Focus on EVs

Over four years, the government plans to provide vehicles to 1,100 women, starting with 200 cars in the first year, followed by 250 in the second year, 300 in the third, and 350 in the fourth. Women opting for electric vehicles (EVs) will receive an additional Rs 2 lakh incentive, promoting eco-friendly mobility alongside economic empowerment.

Eligibility and Financial Support

Eligible participants are women aged 21 to 40, with priority given to Subhadra beneficiaries, members of self-help groups (SHGs), and existing route drivers. The Women Commerce and Transport Department will provide Rs 1 lakh as a grant, while banks will offer the remaining Rs 9 lakh as a loan. Repayment begins three months after vehicle purchase under easy terms, and the government will pay Rs 1,000 per driver for insurance. The total outlay for vehicle purchases is Rs 110 crore.

Monitoring and Skilled Workforce

A steering committee under the Transport Department’s secretary will oversee the scheme, including quarterly monitoring of women’s income. To date, 6,216 women have been trained in driving across four institutes, creating a qualified pool of drivers ready to benefit from the initiative.

Empowerment Through Transport

The scheme aims to ensure road safety, increase employment opportunities for women in the transport sector, and promote financial independence. As a government official put it, “From passengers to the masters of their destiny.”
