<p class="isSelectedEnd">The meeting was held at the minister’s residential office in Bhubaneswar and was attended by legislators from Sambalpur, Bargarh and Balangir districts. Discussions focused on ensuring that all eligible farmers can register easily and participate in the government’s paddy procurement process.</p>
<p class="isSelectedEnd">During the meeting, MLAs raised concerns and discussed doubts among farmers regarding registration for selling paddy during the upcoming Kharif season. A key issue was the Agristack registration process and whether it would be mandatory for farmers.</p>
<p class="isSelectedEnd">Speaking to the media after the meeting, Minister Krushna Chandra Patra clarified that <strong>Agristack registration is not mandatory</strong> for farmers to participate in the paddy procurement process. He assured that no eligible farmer would be excluded from registration because of the requirement.</p>
<p class="isSelectedEnd">The minister said all eligible farmers would be registered and provided tokens for paddy procurement. He added that the government is committed to protecting the interests of farmers and ensuring that the procurement process remains accessible.</p>
<p class="isSelectedEnd">The minister also addressed the registration process for sharecroppers. He said sharecroppers are required to obtain the consent of the landowner for registration. However, landowners living away from their villages or districts will be able to provide their consent through a dedicated mobile application.</p>
<p class="isSelectedEnd">Minister Patra urged farmers to complete the registration process within the stipulated deadline. According to the minister, farmers can register for the Kharif 2026-27 paddy procurement process until <strong>August 31, 2026</strong>.</p>
<p>The government has reiterated its focus on ensuring that every eligible farmer gets an opportunity to participate in the procurement process without facing unnecessary difficulties.</p>

<p class="PDq2pG_selectionAnchorContainer" data-start="79" data-end="449">Even as the Odisha government claims that the Rabi paddy procurement process has been completed and mandis have officially closed, the ground reality paints a starkly different picture. Thousands of quintals of paddy remain exposed to incessant rain in several districts, leaving farmers worried as their harvested crop begins to sprout and deteriorate.</p>
<p data-start="451" data-end="753">Farmers in <strong data-start="462" data-end="529">Kalahandi, Balangir, Bargarh, Titlagarh, Padampur, and Junagarh</strong> allege that delays in lifting paddy from mandis have caused severe losses. In many places, paddy bags are lying in the open without adequate protection, soaking in rainwater due to the ongoing low-pressure-induced rainfall.</p>
<p data-start="755" data-end="1038">According to the government&#8217;s <strong data-start="785" data-end="804">P-PAS dashboard</strong>, nearly <strong data-start="813" data-end="875">2.97 lakh quintals of procured paddy in Kalahandi district</strong> are yet to be lifted from mandis. While district officials maintain that procurement has been completed, farmers claim their produce continues to remain stranded.</p>
<p data-start="1040" data-end="1371">Adding to their woes, several farmers have alleged that their procurement tokens lapsed because of delays involving Primary Agricultural Cooperative Societies (PACS), millers, and procurement agencies. In <strong data-start="1245" data-end="1263">Junagarh block</strong>, more than <strong data-start="1275" data-end="1289">20 farmers</strong> reportedly missed the opportunity to sell their paddy after their tokens expired.</p>
<p data-start="1373" data-end="1739">Similar complaints have emerged from <strong data-start="1410" data-end="1450">Malamunda mandi in Balangir district</strong>, where farmers accused rice millers of deliberately slowing down the lifting process while allegedly bringing paddy from outside districts. They also claimed that deductions of <strong data-start="1628" data-end="1660">3 to 5 kilograms per quintal</strong> are being made in the name of quality checks, further reducing their earnings.</p>
<p data-start="1741" data-end="1933">In <strong data-start="1744" data-end="1757">Titlagarh</strong>, distressed farmers staged a protest outside the Sub-Collector&#8217;s office despite heavy rain, warning that they would be driven to extreme steps if their paddy was not procured.</p>
<p data-start="1935" data-end="2332">The situation is equally alarming in <strong data-start="1972" data-end="1996">Bargarh and Padampur</strong>, where thousands of farmers are still waiting to sell their produce despite the procurement deadline having ended. Farmer organisations have alleged irregularities in the procurement process and demanded immediate lifting of the remaining paddy, compensation for rain-damaged crops, and action against those responsible for the delays.</p>
<p data-start="2334" data-end="2497" data-is-last-node="" data-is-only-node="">With the Kharif sowing season approaching, many farmers say they are now struggling to arrange money for seeds and fertilisers, making timely intervention crucial.</p>

<p class="isSelectedEnd">In Odisha, more than <strong>34.64 lakh farmers</strong> received benefits under the scheme, with over <strong>₹692.86 crore</strong> directly credited to their bank accounts.</p>
<h2><strong>PM Kisan Scheme Supports Farmers’ Agricultural Needs</strong></h2>
<p class="isSelectedEnd">The <strong>PM Kisan Yojana</strong> is a flagship farmer welfare initiative of the Central Government that provides financial support to eligible farmers for agricultural activities.</p>
<p class="isSelectedEnd">Under the scheme, farmers receive a total assistance of <strong>₹6,000 annually</strong> in three equal installments, which helps them purchase seeds, fertilizers, pesticides, and other essential agricultural inputs.</p>
<p class="isSelectedEnd">The day was observed across the country and Odisha as <strong>‘Rashtriya Krushak Utsav Divas’</strong> to honour the contribution of farmers.</p>
<h2><strong>State-Level PM Kisan Event Held in Rairangpur</strong></h2>
<p class="isSelectedEnd">The state-level programme for distribution of PM Kisan assistance was organized by the <strong>Department of Agriculture and Farmers’ Empowerment</strong> at <strong>Mahtab Bhawan Town Hall, Rairangpur, Mayurbhanj district.</strong></p>
<p class="isSelectedEnd">Addressing farmers, <strong>Deputy Chief Minister and Minister of Agriculture, Farmers’ Empowerment and Energy, Kanak Vardhan Singh Deo</strong>, highlighted Odisha’s initiatives for farmer welfare.</p>
<p class="isSelectedEnd">He said Odisha is among the states where the government is procuring paddy from farmers at <strong>₹3,100 per quintal</strong>, including during the Rabi season.</p>
<h2><strong>Focus on Farmer Income and Export Growth</strong></h2>
<p class="isSelectedEnd">The Deputy Chief Minister stated that farmers in Odisha have achieved significant progress in recent years, with fruits and vegetables being successfully grown and exported to foreign markets.</p>
<p class="isSelectedEnd">He said these achievements reflect the vision of <strong>“If the farmer smiles, the nation smiles.”</strong></p>
<p class="isSelectedEnd">He also urged farmers to adopt short-duration crop varieties in view of the possible impact of <strong>El Niño</strong> this year to protect production.</p>

<p class="isSelectedEnd">Agriculture Department Commissioner-cum-Secretary <strong>Sachin Ramchandra Jadhav</strong> welcomed the gathering and appealed to all eligible farmers to register under PM Kisan Yojana to avail the benefits.</p>

<p data-start="186" data-end="581">The “Eastern Regional Agriculture Conference 2026” was held in Bhubaneswar on Tuesday with a focus on agricultural development and farmers’ welfare in eastern India. Representatives from Odisha, Bihar, Chhattisgarh, Jharkhand, and West Bengal participated in the conference, where discussions were held on preparing a comprehensive roadmap for the growth of the agriculture sector in the region.</p>
<p data-start="583" data-end="808">Chief Minister <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Mohan Charan Majhi</span></span> spoke about the future of agriculture in eastern India and highlighted the Odisha government’s major initiatives aimed at improving the socio-economic condition of farmers.</p>
<h2 data-section-id="1jyvngt" data-start="810" data-end="871">Union Agriculture Minister Praises Odisha’s Farming Sector</h2>
<p data-start="873" data-end="1050">Union Agriculture and Farmers’ Welfare Minister <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Shivraj Singh Chouhan</span></span> praised Odisha’s agricultural growth and the contribution of farmers during the conference.</p>
<p data-start="1052" data-end="1263">He said Odisha has created a major record in paddy procurement this year and described farmers as the “annadatas” or providers of food. He stated that if there is a second form of God on earth, it is the farmer.</p>
<p data-start="1265" data-end="1480">The Union Minister also highlighted the fertile land, abundant water resources, and favourable climate of eastern India, saying these factors would become strong drivers for the development of farmers in the region.</p>
<h2 data-section-id="1qtnshn" data-start="1482" data-end="1528">Emphasis on Natural Farming and Soil Health</h2>
<p data-start="1530" data-end="1748">Keeping global agricultural challenges in mind, Shivraj Singh Chouhan stressed the need to promote natural farming. He urged farmers to adopt natural farming practices on at least 20 percent of their agricultural land.</p>
<p data-start="1750" data-end="2044">According to him, this would gradually reduce dependence on chemical fertilisers and help maintain soil fertility. He also warned against the growing use of fake fertilisers and pesticides and announced that the Centre would take strict action against those involved in such illegal activities.</p>
<p data-start="2046" data-end="2168">The Union Minister further informed that a new Pesticide Act would be introduced to ensure greater protection for farmers.</p>
<h2 data-section-id="1gjmgq8" data-start="2170" data-end="2216">CM Mohan Majhi Calls for Protection of Soil</h2>
<p data-start="2218" data-end="2363">Chief Minister Mohan Charan Majhi, in his address, emphasised the importance of protecting soil health and promoting organic and natural farming.</p>
<p data-start="2365" data-end="2660">He said excessive use of chemical fertilisers and pesticides is gradually making agricultural land toxic. The Chief Minister also revealed that organic rice produced in Odisha is now being used for preparing Mahaprasad of Lord Jagannath, calling it a matter of pride for the people of the state.</p>
<p data-start="2662" data-end="2776">He urged agricultural scientists to carry out extensive research to promote more organic farming in eastern India.</p>
<h2 data-section-id="1vj7msb" data-start="2778" data-end="2814">Revival of Traditional Food Crops</h2>
<p data-start="2816" data-end="3063">The Chief Minister also spoke about efforts being made to revive traditional and forgotten food crops at the block level. He said the government has initiated special programmes to restore indigenous crop varieties that are gradually disappearing.</p>
<h2 data-section-id="x08n0r" data-start="3065" data-end="3119">Government Plans Cold Storages in All Sub-Divisions</h2>
<p data-start="3121" data-end="3328">To strengthen agricultural infrastructure and market connectivity, the Odisha government has launched financial assistance schemes for setting up cold storage facilities in all 58 sub-divisions of the state.</p>
<p data-start="3330" data-end="3475">Under the “Mukhyamantri Krushi Udyog Yojana,” subsidies of up to Rs 1 crore are being provided to encourage investment in the agriculture sector.</p>
<h2 data-section-id="1mqn35j" data-start="3477" data-end="3512">Over 1,800 FPOs Active in Odisha</h2>
<p data-start="3514" data-end="3722">The Chief Minister informed that more than 1,800 Farmer Producer Organisations (FPOs) are functioning successfully in Odisha and have recorded business transactions worth Rs 126 crore over the last two years.</p>
<h2 data-section-id="xlyg7p" data-start="3724" data-end="3764">Coffee Plantation Expansion in Odisha</h2>
<p data-start="3766" data-end="3930">The state government is also focusing on expanding coffee plantations across six districts, including Koraput and Kalahandi, covering nearly one lakh acres of land.</p>
<p data-start="3932" data-end="4102">Mohan Majhi said Koraput coffee has already established a unique identity in the global market and stressed the need for stronger branding to further increase its demand.</p>
<h2 data-section-id="ybugr9" data-start="4104" data-end="4158">Huge Scope for Agricultural Growth in Eastern India</h2>
<p data-start="4160" data-end="4359">The Chief Minister pointed out that agricultural productivity in eastern India remains lower compared to many other parts of the country, leaving significant opportunities for growth and improvement.</p>
<p data-start="4361" data-end="4531" data-is-last-node="" data-is-only-node="">He added that the conference would provide an important platform for the five participating states to learn from each other’s best agricultural practices and experiences.</p>

<p data-start="496" data-end="775">Procurement is being carried out through <strong data-start="537" data-end="550">51 mandis</strong> across the district, covering <strong data-start="581" data-end="610">21,414 registered farmers</strong> this season. To ensure smooth operations, the administration has deployed <strong data-start="685" data-end="712">51 Mandi Nodal Officers</strong> along with <strong data-start="724" data-end="751">13 supervising officers</strong> to monitor the process.</p>
<p data-start="777" data-end="1090">Compared to last year, the number of registered farmers has increased significantly from <strong data-start="866" data-end="876">19,662</strong>, while <strong data-start="884" data-end="909">two additional mandis</strong> have been brought under operation this year. The total registered paddy cultivation area has also risen to <strong data-start="1017" data-end="1033">62,747 acres</strong>, up from <strong data-start="1043" data-end="1059">58,249 acres</strong> in the previous kharif season.</p>
<p data-start="1092" data-end="1382">Officials said that a <strong data-start="1114" data-end="1175">satellite survey of all registered paddy-cultivated areas</strong> has been completed to ensure transparency and prevent irregularities. Basic facilities have been arranged at all mandis, and <strong data-start="1301" data-end="1337">CCTV cameras have been installed</strong> to strengthen monitoring and accountability.</p>
<p data-start="1384" data-end="1674">Meanwhile, paddy procurement is already underway in several other districts including <strong data-start="1470" data-end="1549">Bargarh, Nuapada, Sambalpur, Kalahandi, Sundargarh, Subarnapur and Balangir</strong>. As of now, a total of <strong data-start="1573" data-end="1608">3,05,050 metric tonnes of paddy</strong> has been procured from <strong data-start="1632" data-end="1650">67,250 farmers</strong> across these districts.</p>
<p data-start="1676" data-end="1848">In terms of payments, the government has already disbursed <strong data-start="1735" data-end="1783">₹447.22 crore as Minimum Support Price (MSP)</strong> and an additional <strong data-start="1802" data-end="1836">₹138 crore as input assistance</strong> to farmers.</p>
<p data-start="1850" data-end="2112">Officials stated that procurement in the remaining districts will begin in a <strong data-start="1927" data-end="1944">phased manner</strong>, with all necessary preparations currently underway. Registered farmers are being informed in advance, and <strong data-start="2052" data-end="2079">tokens are being issued</strong> to avoid overcrowding at mandis.</p>
<p data-start="2114" data-end="2381">The state government has ensured that <strong data-start="2152" data-end="2223">MSP payments are credited to farmers’ bank accounts within 48 hours</strong> through an <strong data-start="2235" data-end="2274">Aadhaar-linked e-KYC payment system</strong>. Adequate facilities have also been arranged at procurement centres to support farmers during the process.</p>
<p data-start="2383" data-end="2582">The government reiterated its commitment to farmer welfare, stating that multiple initiatives are being implemented for the <strong data-start="2507" data-end="2564">overall development and financial security of farmers</strong> across the state.</p>
