Transparent Framework for Planned Urban Development in Bhubaneswar

The Bhubaneswar Development Authority (BDA) has issued a draft Standard Operating Procedure (SOP) for land parcel reconstitution under Town Planning (TP) Schemes 42 to 45 in Zone-IV. The initiative is aimed at ensuring a transparent, fair, and structured mechanism for the redistribution of reconstituted plots while maximizing benefits for landowners.

The proposed SOP covers areas under Bijipur, Kasipur, Bhagabanpur, Baliapada, and Patrapada villages. According to BDA, the guidelines are designed to streamline land reconstitution through uniform procedures, reduce disputes, and improve stakeholder confidence in the urban planning process.

Voluntary Plot Amalgamation Encouraged

One of the key highlights of the draft SOP is the provision for voluntary amalgamation of plots within the same mouza. Landowners who combine their plots will receive 60 percent of the total land area after a standard 40 percent deduction for infrastructure and development purposes.

The policy also makes amalgamation mandatory in cases where a single owner possesses multiple plots under different khata numbers within the same mouza. Additionally, the SOP allows joint applications from multiple landowners to facilitate better allotment opportunities, especially along wider roads where feasible.

FAR Incentives for Larger Plots

To promote planned and efficient urban growth, BDA has introduced Floor Area Ratio (FAR) incentives for larger amalgamated plots. Under the proposal, bigger plots with wider road frontage may receive higher FAR benefits, encouraging better land utilization and increased investment in urban infrastructure.

Officials believe the move will support systematic development while creating opportunities for landowners to maximize the value of their properties.

Public Feedback Invited

BDA has invited suggestions and feedback from stakeholders and the general public within seven days of the notification. The authority stated that the consultation process reflects its commitment to participatory urban planning and sustainable city development.
