Odisha Assembly Approves Major Hike in Salaries, Allowances, and Pensions for MLAs, Speaker, and Officials
Significant Salary Increase for MLAs and Former Legislators
The Odisha Legislative Assembly has passed the 2025 Salary, Allowances, and Pension Bill, resulting in a substantial increase in remuneration for sitting and former MLAs. Under the new provisions, legislators will now receive a monthly salary of Rs 90,000, up from Rs 35,000–40,000 previously. Former MLAs’ pensions have also been enhanced accordingly.
Speaker’s Salary and Allowances See Massive Boost
The Speaker’s monthly salary has risen dramatically from Rs 40,500 to Rs 98,000. Additionally, the sitting allowance has doubled to Rs 2,000 per day from Rs 800. Other allowances for the Speaker have seen significant hikes:

Car allowance: Rs 89,000 from Rs 17,000

Sumptuary allowance: Rs 1.81 lakh from Rs 40,000 per month

Accommodation allowance: Rs 2,000 per day until a government quarter is allotted
Deputy Speaker and Ministers’ Allowances Increased
The Deputy Speaker will now receive a monthly salary of Rs 94,000, up from Rs 38,000. Their sitting allowance is doubled to Rs 2,000, car allowance increased to Rs 85,000, and personal allowance has risen to Rs 1.77 lakh. Accommodation allowance remains Rs 2,000 per day.
Enhanced Benefits for Legislators’ Duties and Expenses
Several allowances for MLAs performing official duties or incurring expenses have also been revised:

Election and public service building tour allowance: Rs 75,000, up from Rs 20,000

Committee meeting allowance: Rs 3,000 from Rs 1,500

Daily allowance for out-of-state meetings: Rs 10,000, up from Rs 2,000

Kilometre rate for in-state travel: Rs 35, up from Rs 25

Monthly vehicle allowance: Rs 50,000, up from Rs 15,000

Monthly book allowance: Rs 10,000, up from Rs 2,000

Electricity bill: Rs 20,000, up from Rs 5,000

Medical expenses: Rs 35,000, up from Rs 5,000

Daily housing allowance for MLAs without quarters: Rs 2,000, up from Rs 1,000

Vehicle purchase grant: Rs 10 lakh, up from Rs 5 lakh
