Delhi Plans New EV Policy: Only Electric Two-Wheelers to Be Registered from 2028
Draft EV Policy Targets Full Shift to Electric Two- and Three-Wheelers in Phases
Major Push Towards Electric Mobility
The Delhi Government is set to introduce a new Electric Vehicle (EV) Policy aimed at accelerating the transition to clean mobility. As per the draft policy, only electric two-wheelers will be allowed to be registered in Delhi from April 1, 2028.
Phased Ban on Fossil Fuel Vehicles
Before implementing the two-wheeler rule, the government plans to allow only electric three-wheelers, including autos, to be registered starting January 1, 2027. This phased approach is intended to gradually reduce dependence on petrol and diesel vehicles.
EV Adoption in School Transport
The draft policy also proposes the adoption of electric vehicles in school transportation. Within two years of notification, at least 10% of vehicles owned, leased, or hired by schools must be electric. This target will increase to 20% within three years and reach a minimum of 30% by March 31, 2030. The Education Department has been tasked with implementing these changes.
Restrictions on Fuel-Based Commercial Vehicles
Earlier this year, the government imposed restrictions on cab operators and delivery companies, limiting the use of petrol and diesel vehicles in certain categories. This includes small four-wheeler goods carriers and two-wheelers. However, Bharat Stage-6 compliant petrol two-wheelers will be allowed until December 31, 2026.
Draft Policy Open for Public Feedback
The draft EV Policy 2026–2030 has been released by the Transport Department’s EV Cell, inviting public feedback for 30 days before final implementation.
Odisha Also Promoting Electric Vehicles
Meanwhile, the Odisha Government is also promoting electric mobility. The state aims to ensure that 50% of vehicles on roads are electric by 2030.
Under its EV policy, the government is offering incentives to encourage adoption. Buyers of electric three-wheelers can avail a subsidy of ₹20,000, while those purchasing electric four-wheelers can receive up to ₹1.5 lakh. These incentives will remain in effect until December 31, 2030.
