A flurry of high-level political meetings on 21 July has triggered intense speculation over the political and administrative direction of Odisha, particularly regarding a possible cabinet expansion and growing concerns over law and order under the BJP-led government.

At around 4:45 p.m., Chief Minister Mohan Charan Majhi paid a visit to Governor Haribabu Kambhampati at Raj Bhavan. In a surprising move, nearly three hours later, the Governor made a rare visit to the residence of Law Minister Prithviraj Harichandan — a breach of conventional protocol — further fueling conjecture.

Law and Order on the Table, But CM’s Office Remains Silent

Sources indicate that CM Majhi provided a detailed briefing on the state’s law-and-order situation, which has recently drawn flak both from opposition parties and at the national level. While the CM’s office described the meeting as a courtesy call, it declined to release any further details.

Since the BJP formed its government in Odisha 13 months ago, several controversial incidents have occurred, raising concerns over the government’s ability to maintain public safety. These developments are believed to have necessitated a high-level review.

Governor’s Visit to Law Minister Sparks Protocol Concerns

The Governor’s unscheduled visit to Law Minister Harichandan’s official residence has led to questions about administrative norms and propriety. Typically, the Governor issues a formal summon to a minister to visit Raj Bhavan. However, Harichandan described the conversation as “personal,” focusing on the Law Department’s performance and its alignment with Prime Minister Narendra Modi’s governance priorities.

He denied discussing political matters, stating the intent was to enhance departmental efficiency, yet the unusual setting of the meeting has only deepened speculation.

Cabinet Expansion Rumours Gain Momentum

Adding fuel to the fire is speculation over a possible cabinet reshuffle following the recent appointment of Manmohan Samal as the state BJP president. Reports suggest that Majhi may have discussed new ministerial appointments with the Governor, potentially paving the way for a swearing-in ceremony by Friday, alongside appointments to state boards and commissions.

However, some BJP insiders dismissed any such plans, stating that key decisions are made in Delhi and that no official “green signal” has been given regarding names or timing.

The absence of any official communication has led to a flood of speculation, especially on platforms like X (formerly Twitter). While some users see the meetings as preparation for a cabinet reshuffle, others believe they were aimed at tackling the law and order crisis.
