Chief Minister chairs high-level review meeting, announces land rights, rehabilitation, education, livelihood support and financial assistance for violence-hit tribal villages of Malkangiri

In the aftermath of violent incidents reported on December 7 and 8 in Rakhelguda and M.V.-26 villages of Malkangiri district, a high-level review meeting was held on December 29, 2025, at Lok Seva Bhawan in Bhubaneswar under the chairmanship of Chief Minister.

Top Officials Attend Security and Welfare Review

The meeting was attended by Deputy Chief Minister Kanak Vardhan Singh Deo, Minister Gokulananda Mallik, the Director General of Police, senior officials from the Revenue & Disaster Management Department, Intelligence wing, ST & SC Development Department, and senior revenue and police officers, including the Collector and Superintendent of Police of Malkangiri.

Focus on Long-Pending Tribal Issues

Detailed discussions were held on the overall situation in the district, with special emphasis on long-pending unresolved issues affecting tribal communities. The Chief Minister directed officials to ensure time-bound implementation of welfare and rehabilitation measures.

Fortnightly Review of Pending Tribal Land Cases

The Collector was instructed to review hundreds of pending cases under Regulation 2/56 (as amended in 2002) every fortnight and submit progress reports to the Southern Revenue Divisional Commissioner and the state government.

Permanent Land Rights for Landless Tribal Families

The state government decided to expedite the grant of permanent land titles to landless and homeless tribal families under the Forest Rights Act (FRA) and Odisha Government Land Settlement (OGLS) Acts. Monthly progress reviews will be conducted by the district administration.

Rehabilitation of Machhkund Project-Affected Families

Families displaced due to the Machhkund Irrigation Project will be provided permanent pattas. The Revenue & Disaster Management Department, in coordination with the Water Resources Department, will work towards a long-term rehabilitation solution.

Quarterly State-Level Monitoring Mechanism

The Additional Chief Secretary of the Revenue & Disaster Management Department will conduct quarterly reviews of revenue and rehabilitation-related issues in Malkangiri and submit reports to the government.

Irrigation Facilities for Upland Tribal Farmlands

The Water Resources Department was directed to take immediate steps to provide irrigation facilities to upland agricultural lands located near reservoirs, benefiting tribal and other local farming communities.

Livelihood Support Through Government Schemes

Arrangements will be made to ensure eligible tribal applicants can access benefits under schemes such as the Chief Minister’s Agriculture Development Scheme, PMEGP, and PMFME to strengthen livelihoods.

Filling Vacant MLE Teacher Posts

The School & Mass Education Department was instructed to immediately fill vacant Multilingual Education (MLE) teacher posts in Koya, Didayi, and Bonda tribal languages at the primary school level.

Expansion of Higher Secondary Education

Efforts will be made to increase seats in higher secondary schools across Malkangiri district to enable tribal and other students to continue education beyond Class X.

Construction of Hostels for Students from Remote Areas

The government announced the construction of additional hostels in schools and colleges to provide accommodation for students coming from remote and inaccessible regions.

Financial Assistance for Affected Families in Rakhelguda and M.V.-26

Based on district assessment reports, financial assistance of up to ₹75,000 will be provided to each family whose houses were partially or fully damaged in M.V.-26 village. Shopkeepers with damaged establishments will receive assistance up to ₹20,000.

Additionally, special financial assistance of ₹10 lakh from the Chief Minister’s Relief Fund will be provided to the family of the deceased, Lake Padiami (GRA).

CM Stresses Timely Implementation

The Chief Minister directed all concerned departments to regularly update the Chief Minister’s Office on the implementation of the decisions, stressing that restoring peace, ensuring justice, and accelerating development in Malkangiri remain top priorities.
