PM Modi to Hold Talks on Polavaram Project with Four CMs

Bhubaneswar, May 20, 2025: Prime Minister Narendra Modi will hold a high-stakes meeting on May 28 with the Chief Ministers of Andhra Pradesh, Odisha, Chhattisgarh, and Telangana. The goal: to address long-standing concerns over the Polavaram Project Controversy, which has triggered environmental, legal, and inter-state tensions.

This marks the first direct intervention by the Prime Minister involving all four states on the matter.

Polavaram Controversy


What is the Polavaram Project?

The Polavaram Project, also known as the Indira Sagar Polavaram Multipurpose Project, is a massive dam being built on the Godavari River in Andhra Pradesh.

Its goals:

  • Irrigate 7.2 lakh acres across four districts

  • Generate 960 MW of hydropower

  • Supply drinking water to Visakhapatnam and surrounding areas

  • Aid in flood control

Conceived in the 1940s, the project gained momentum only in 2004. In 2014, it received national project status, and now over 70% of construction is complete. The Centre has allocated ₹18,000 crore, with additional funds from Andhra Pradesh.


Why the Polavaram Project is Controversial

While Andhra Pradesh sees the project as a lifeline, Odisha, Chhattisgarh, and Telangana argue it threatens their people and environment.

Major Concerns:

  • Submersion of over 200 villages in Odisha’s Malkangiri district

  • Displacement of tribal communities

  • Flood risk due to increased water storage from 36 to 50 lakh cusecs

  • Loss of forests and biodiversity

  • Allegations of poor and opaque rehabilitation

Local tribal groups in Odisha have actively protested, fearing a loss of culture and livelihood.


Legal and Political Fight

The project has faced legal challenges in the Supreme Court, with the three opposing states demanding consultation and redressal.

Odisha’s BJD has strongly criticized both the Centre and Andhra Pradesh for allegedly ignoring tribal interests and violating court directives. Political pressure has been mounting to ensure justice for the affected regions.

The upcoming May 28 meeting is expected to cover:
