The collapse of a recently constructed decorative arch in Bargarh has sparked concerns over the quality of infrastructure projects undertaken as part of the Dhanuyatra development initiative. The incident has reignited demands for an inquiry into the construction standards, tendering process, and expenditure of public funds on the project.

Crores Spent on Dhanuyatra Development
The Odisha government had announced a major development package for Bargarh’s globally renowned Dhanuyatra festival. As part of the initiative, foundation stones were laid for 85 projects worth ₹98 crore, while 38 projects worth ₹38 crore were inaugurated. Significant funds were also allocated for the construction of a permanent Rang Mahal stage and other tourism-related infrastructure.
The projects were aimed at enhancing the cultural and tourism appeal of Dhanuyatra, which is considered one of the largest open-air theatrical festivals in the world.
Arch Collapses Within a Year of Construction
However, controversy has emerged after a decorative arch reportedly collapsed at Bargarh Thana Chhak during recent rain and wind. The structure, built at a cost of around ₹1.5 crore, suffered major damage, and two people were reportedly injured in the incident.
The collapse has raised concerns because the structure was completed less than a year ago. Local residents and opposition voices have questioned the quality of materials used and the supervision of construction work.

Earlier Incident at Barpali Raises More Questions
The latest incident follows a similar case in Barpali, where an arch constructed at a reported cost of ₹1.19 crore had also collapsed during strong winds. Together, the incidents have intensified scrutiny of the larger Dhanuyatra infrastructure project.
According to reports, eight decorative arches were constructed at a total estimated cost of nearly ₹7 crore. Critics allege that several of these structures have already developed visible cracks, raising concerns about their long-term safety.
Allegations Over Tender and Billing Process
Questions have also been raised regarding the execution of the projects. Allegations suggest that project bills may have been divided into smaller amounts to avoid standard tender procedures. It has also been alleged that information boards displaying project costs, construction dates, and contractor details were not installed at several locations, despite being mandatory under government guidelines.
These allegations have prompted demands for greater transparency in the implementation of public works projects.
Demand for Investigation Grows
Following the collapse, a complaint has reportedly been filed against the concerned authorities. Citizens and various stakeholders have demanded a detailed technical and financial audit of the projects to determine whether any irregularities occurred during planning, execution, or monitoring.
Many residents argue that the issue is not merely about financial loss but also public safety, as such structures are located in busy public areas.
MP Pradeep Purohit Seeks Vigilance Probe
Bargarh MP Pradeep Purohit has expressed concern over the incident and described it as unfortunate. He has called for a thorough investigation into the tendering and construction process.
The MP has urged the state government to initiate a vigilance inquiry, examine the quality of work carried out by the executing agencies, and take strict action against any officials or contractors found responsible for substandard construction.
Government Response Awaited
The incidents have led to growing public debate over accountability in infrastructure development linked to Dhanuyatra. With allegations of irregularities and concerns over construction quality gaining attention, many are now looking to the state government for a clear response and an independent investigation into the matter.
The outcome of any inquiry is expected to determine whether the collapses were the result of technical failures, poor workmanship, procedural lapses, or other factors requiring corrective action.
