NHRC Team Arrives in Odisha to Probe Balianta GRP Constable Murder Case
Two-member NHRC investigation team begins five-day probe into the Balianta GRP constable murder case; senior police officials, witnesses, and family members to be questioned.
A two-member team from the National Human Rights Commission (NHRC) has arrived in Odisha to conduct a detailed investigation into the sensational murder case of GRP constable Soumyaranjan Swain in Balianta on the outskirts of Bhubaneswar.
The NHRC investigation team, comprising officials Rajendra Singh and Avinash Kumar, reached Bhubaneswar on Monday and will remain in the city until June 5 to carry out an extensive inquiry into the incident.
Five-Day Investigation Planned
Following their arrival at Biju Patnaik International Airport, the officials proceeded to the State Guest House. During their five-day stay, the team is scheduled to visit the crime scene in Balianta and gather information from all individuals connected to the case.
The investigators will examine the circumstances surrounding the death and collect evidence to prepare a comprehensive report for submission to the Commission.
Police Officials, Witnesses to Be Questioned
As part of the inquiry, the NHRC team will question police officers, administrative officials, eyewitnesses, and other persons linked to the case.
The investigators are also expected to interact with Soumyaranjan Swain’s parents, family members, relatives, and other individuals who may have relevant information regarding the incident.
Notices Issued to Senior Police Officers
The Commission has reportedly issued notices to several officials connected with the case. Among those asked to appear is senior police officer Dayal Gangwar, against whom allegations were made by the deceased constable’s mother.
Notices have also been served to the Police Commissioner, the Deputy Commissioner of Police (DCP), and the former Inspector-in-Charge of Balianta Police Station to present their versions before the investigation team.
Suspended Personnel and Others Summoned
The NHRC has also called upon several personnel who were suspended for alleged negligence in connection with the case. These include a Sub-Inspector, an Assistant Sub-Inspector, an OAPF personnel, a PCR constable, and two retired home guards.
Additionally, two women who had filed rape allegations against the constable on the day of the incident have been asked to present their statements before the inquiry team.
NHRC Had Sought Reports from State Authorities
The Commission took cognizance of the matter after receiving a complaint from a human rights activist seeking an impartial investigation and appropriate action.
Describing the incident as tragic and deeply disturbing, the NHRC had earlier directed the Odisha Police chief and the state’s Chief Secretary to submit detailed reports within two weeks.
Commission Orders Independent Fact-Finding
Apart from seeking reports from the state authorities, the Commission instructed its Director General (Investigation) to conduct an on-the-spot inquiry and submit an independent assessment of the case.
The findings of the NHRC team are expected to play a crucial role in determining whether further action or recommendations are required in connection with the high-profile Balianta case, which has drawn significant public attention across Odisha.
