Odisha Issues Revised Schedule for Ward Delimitation and Seat Reservation

The Odisha Housing and Urban Development Department has issued a revised schedule for ward delimitation and seat reservation ahead of the forthcoming general elections to Municipalities, Notified Area Councils (NACs) and Municipal Corporations across the state.

The revised timeline has been communicated to all concerned District Collectors, except the Boudh Collector, with partial modifications to the earlier schedule.

Schedule for Municipalities and NACs

As per the revised schedule, draft notifications on ward delimitation and seat reservation will be published by the concerned District Collectors on September 24, 2026. Members of the public can submit objections and suggestions until October 3.

The preliminary notification will be issued on October 7. Appeals against the preliminary notification can be filed before the Housing and Urban Development Department between October 7 and October 21.

The appeals, along with recommendations and comments from the District Collectors, will be forwarded to the Director of Municipal Administration by October 22. The State Government will hear the appeals and take final decisions between October 26 and 28.

The final notification on ward boundary redetermination and seat reservation will be published on October 31.

Timeline for Four Municipal Corporations

A separate schedule has been prescribed for Bhubaneswar, Cuttack, Berhampur and Rourkela Municipal Corporations.

The four civic bodies must submit details on ward delimitation and seat reservation, along with sketch maps and relevant resolutions, to the Housing and Urban Development Department by September 24.

The Department will publish the draft notification for these four Municipal Corporations on October 5, with October 14 set as the deadline for objections and suggestions.

The department has directed all District Collectors and Municipal Commissioners to complete the processes smoothly and within the prescribed timelines.
