FASTag Rules Changed for Divyangjan: No More Annual Renewal for Toll Exemption

Government introduces new FASTag rules for Divyangjan from October 2, 2026, replacing annual renewal with three- or five-year validity based on the percentage of disability.

The government has introduced a major change in FASTag rules for Divyangjan travelling on national highways. Under the new system, eligible beneficiaries using an ‘Exempted FASTag’ for toll exemption will no longer have to renew it every year.

The revised rules came into effect across the country from October 2, 2026. The validity of an Exempted FASTag will now be linked to the percentage of disability mentioned in the beneficiary’s UDID card or valid disability certificate.

FASTag Validity Based on Disability Percentage

Under the new provisions, beneficiaries with higher levels of disability will receive longer FASTag validity.

  • 70% to 100% disability: FASTag will remain valid for five years.
  • 40% or more but below 70% disability: FASTag will remain valid for three years.

The disability percentage recorded in the valid UDID card or disability certificate will be considered while determining the validity period.

Which Vehicles Will Get Toll Exemption?

The benefit will not be available to all vehicles owned by persons with disabilities. Toll exemption will apply to vehicles specially designed or modified for use by Divyangjan.

Vehicles registered under the ‘Divyangjan’ ownership category will also be covered under the exemption provisions, subject to the applicable eligibility requirements.

Why Has the FASTag Rule Been Changed?

Earlier, eligible Divyangjan beneficiaries had to renew or roll over their exempted FASTag every year. The process often required repeated visits to the Regional Transport Office (RTO) and submission of supporting documents.

The new system aims to reduce this administrative burden and make the toll-exemption process more convenient for eligible beneficiaries.

What Happens After FASTag Validity Ends?

Once the three-year or five-year validity period expires, the Exempted FASTag will have to be renewed. During renewal, the beneficiary’s eligibility, valid UDID card and other required documents will be verified in accordance with the National Highways Fee Rules, 2008.

Beneficiaries have therefore been advised to keep their UDID cards and other relevant documents valid and updated.

The new system is expected to simplify FASTag renewal for eligible Divyangjan and reduce the need for frequent documentation and visits to government offices.
