Odisha Revenue and Disaster Management Department Additional Chief Secretary Dr. Arabinda Kumar Padhee has called upon all officers and employees to prioritise transparency, integrity, sensitivity and public service while discharging their official responsibilities.

In an emotional letter addressed to all officials and employees of the department on Saturday (November 7), Padhee expressed deep concern over the recent incident involving a young Odisha Revenue Service (ORS) officer who was allegedly caught by Vigilance officials while accepting a bribe.

Describing the incident as a serious wake-up call, he urged all employees to uphold the highest standards of ethics, honesty and transparency to prevent the recurrence of such incidents.

‘We Must Change Public Perception of Revenue Department’

In his letter, Padhee emphasised that government service should not be viewed merely as a source of livelihood but as an opportunity to serve the people.

He stated that a single incident should not define the performance or reputation of the entire department. He also expressed confidence that the majority of officers and employees continue to serve the public with sincerity, dedication and integrity.

Zero Tolerance Towards Corruption

The Revenue Secretary reiterated his commitment to maintaining the highest standards of ethics, discipline and transparency in the department.

He called for a zero-tolerance policy towards corruption and directed officials to strictly follow prescribed rules and procedures. He also stressed that negligence or compromise in official responsibilities would not be acceptable.

Focus on Teamwork and Citizen-Centric Administration

Padhee urged officers at all levels to promote mutual respect, cooperation and accountability while creating a healthy working environment.

He also sought collective efforts to utilise the abilities and potential of employees to meet public expectations and build a transparent, dedicated and citizen-friendly administration.

Public Trust Is Our Greatest Asset

Concluding his message, Padhee said protecting public faith in the Revenue Department and maintaining its dignity and reputation were the collective responsibilities of every officer and employee.

He urged officials to remain guided by their conscience, uphold human values and remember that public trust is the department’s greatest asset.

His appeal comes amid growing concerns over corruption allegations involving government officials, with the Revenue Department leadership emphasising the need to restore public confidence through transparency, accountability and ethical governance.
