ECoR Conducts Civil Defence Demonstration on Disaster Preparedness in Bhubaneswar

59 Civil Defence volunteers demonstrate coordinated rescue, first-aid and emergency response techniques under East Coast Railway initiative

East Coast Railway (ECoR) organised a comprehensive Civil Defence demonstration programme in Bhubaneswar on Tuesday to showcase preparedness, coordination and effective response during emergency and disaster situations. As many as 59 Civil Defence volunteers from different divisions of ECoR actively participated in the programme.

General Manager Attends as Chief Guest

The programme was graced by Shri Parmeshwar Funkwal, General Manager, East Coast Railway, as the Chief Guest. Addressing the gathering, Shri Funkwal appreciated the dedication, discipline and professional competence of the Civil Defence volunteers. He highlighted the crucial role played by Civil Defence in safeguarding lives and property during emergencies such as rail accidents, natural calamities and other unforeseen situations.

Emphasis on Training and Public Awareness

The General Manager stressed the importance of continuous training, regular mock drills and public awareness programmes to further strengthen disaster preparedness and response mechanisms across the railway network.

Live Demonstrations of Rescue Operations

The demonstration programme was conducted under the guidance of Camp Commander Shri S.V.D.N. Chandra Sekhar, Pt. CDI. It began with a rail accident public reaction drill, followed by a series of well-coordinated light and heavy rescue operations and first-aid techniques.

Key demonstrations included casualty evacuation methods, ladder and rope rescue, stretcher operations, rappelling and wall crawling, casualty dragging techniques, electric shock management with cardiopulmonary resuscitation (CPR), fireman lift and live fire-fighting exercises.


High Level of Preparedness Displayed

Each activity was executed with precision and teamwork by the trained Civil Defence personnel, reflecting a high level of preparedness, coordination and operational efficiency during emergency scenarios.


Programme Concludes with Formal Reporting

The programme concluded with the successful completion of the rescue operations and formal reporting to the Chief Guest by the Camp Commander.


Boost to Disaster Management Awareness

The Civil Defence demonstration programme significantly enhanced public awareness on disaster management and reaffirmed the commitment of Civil Defence volunteers of East Coast Railway towards ensuring safety, resilience and effective response during emergencies.
