Odisha to Transform Road Quality with Advanced IPAVe Technology
Odisha to pilot the world-class Intelligent Pavement Assessment Vehicle (IPAVe) to monitor and enhance road quality across the state for the first time in eastern India.
State to Deploy Intelligent Pavement Assessment Vehicle for Road Monitoring
Odisha is all set to upgrade its road infrastructure with the introduction of cutting-edge ARRB IPAVe technology. The Intelligent Pavement Assessment Vehicle (IPAVe) will assess road quality and condition across the state, making Odisha the first state in eastern India to implement this world-class technology.

Advanced Technology for Safer, Smarter Roads
The IPAVe vehicle, valued at ₹55 crore, is equipped with AI-based systems, GPS mapping, and advanced sensors to monitor the structural quality of roads, bitumen quality, and their usability for the public. The pilot project will cover 200 kilometers of state roads, providing detailed assessments of both current and future conditions. A 3D mapping system will also be generated to assist in planning and maintenance.
Pilot Project and Trial Implementation
The project will be implemented on a trial basis, with an estimated cost of ₹55–60 lakh for the pilot. The India Roads Congress (IRC) will oversee the trials in collaboration with the Odisha government. This marks a historic first for the state, aiming to set new standards in road quality assessment and infrastructure planning.

Upcoming IRC Event in Bhubaneswar
A major IRC event will be held from November 7 to 10 at Janata Maidan, Bhubaneswar, showcasing the technology and its capabilities. The event will be graced by Union Minister of Road Transport Nitin Gadkari as the chief guest. Over 2,000 delegates from IRC and more than 3,000 engineers and chief engineers from across states will participate. Students from IIT Bhubaneswar and IIT Rourkela will also be part of the event.
Organizational Support and State Involvement
To ensure smooth conduct of the program, the Odisha government has set up a dedicated team of 18 members to manage the event. This marks the sixth time IRC is organizing its program in Odisha, with previous events held in 1954, 1982, 1994, 2005, and 2015.

With the deployment of IPAVe technology, Odisha aims to enhance road safety, improve long-term maintenance, and provide citizens with high-quality, durable roads. This initiative demonstrates the state’s commitment to innovative infrastructure development and adoption of international best practices.
