Odisha Vigilance Raids Executive Engineer Over Alleged Disproportionate Assets, Unearths Multi-Storey Lodge, 8 Plots
Searches across Koraput, Sundargarh, Bhubaneswar and Balangir uncover a 23-room commercial lodge, eight high-value plots and other assets during the ongoing Vigilance probe.
The Odisha Vigilance on Sunday conducted simultaneous searches at seven locations linked to Sanjay Kumar Kispatta, Executive Engineer of the Odisha Construction Corporation (OCC) Ltd., over allegations of possessing assets disproportionate to his known sources of income.
The raids were carried out at properties in Koraput, Sundargarh, Bhubaneswar and Balangir after search warrants were issued by the Special Judge, Vigilance, Jeypore. The operation was led by six Deputy Superintendents of Police (DSPs), eight Inspectors, seven Assistant Sub-Inspectors (ASIs) and other Vigilance personnel.

During the searches, Vigilance officials unearthed a four-storey commercial building functioning as a 23-room lodge in Koraput town, an under-construction residential house, and eight high-value plots—five in Koraput, two in Rourkela and one in Bhubaneswar. Officials also traced an Innova Crysta, a two-wheeler, while deposits, financial investments and gold jewellery are being verified. The valuation of the buildings and land is being carried out by the Vigilance Technical Wing.
Searches were conducted at Kispatta’s rented residence and commercial properties in Koraput, his parental house and an under-construction three-storey building in Sundargarh, besides his official quarters and office chambers in Bhubaneswar and Balangir.
According to Vigilance, Kispatta joined government service in 2011 as an Assistant Engineer under the Water Resources Department on a consolidated monthly salary of ₹9,300. He was regularised in 2016 and later served as Assistant Executive Engineer at Narayanpatna, Potangi and ITDA, Koraput. He was promoted as Executive Engineer on March 6, 2026, and posted to OCC Ltd., Bhubaneswar before being deputed to the Lower Suktel Project in Balangir, where he is currently serving.
The Vigilance investigation is continuing, and officials said the total value of the assets will be determined after completion of valuation and verification of financial records.
