Centre Favors Namo Bharat Rapid Rail Over Bhubaneswar–Cuttack Metro, Offering Cost-Effective High-Frequency Connectivity

The Union Government is exploring the Namo Bharat RapidX as a preferred alternative to the previously announced Bhubaneswar–Cuttack Metro, signalling a major policy shift in Odisha’s urban transit planning. The announcement was made by Union Railway Minister Ashwini Vaishnaw in the Rajya Sabha.


High-Frequency Rapid Rail to Boost Twin-City Connectivity

The proposed rapid train service aims to operate at intervals of roughly 30 minutes, offering a high-frequency commuter link between Bhubaneswar and Cuttack. The dedicated railway line will cater to daily commuters and enhance regional mobility in Odisha’s twin-city area.


Cost-Effective Solution Compared to Metro

Minister Vaishnaw highlighted that cost considerations were central to the decision:

  • Conventional railway line: ₹30 crore per kilometre.

  • Elevated metro system: ₹300 crore per kilometre.

The rapid rail model is thus significantly more economical, making it a taxpayer-friendly alternative to the originally planned metro.


Uncertainty Over Bhubaneswar–Cuttack Metro

The earlier metro project, announced by the previous Odisha government, had an estimated cost of ₹6,255 crore and a network of 20 stations. With the Centre favouring rapid rail, the future of the metro plan remains unclear.


Transformative Impact on Urban Transit

The Namo Bharat system, already operational in other parts of India, promises modern, semi‑high‑speed regional connectivity. If implemented in Odisha, it is expected to reduce travel times, improve commuter comfort, ease road congestion, and strengthen economic integration between Bhubaneswar and Cuttack.
